18 December 2018

During a routine inspection

This inspection took place on 18 December 2018 and was unannounced. At the last inspection completed on 21 June 2016 we rated the service Good. At this inspection we found the service remains rated as Good.

Inshore Support Limited - 112 Wellington Road is a Residential Care Home. People in care homes receive accommodation and nursing or personal care as single package under one contractual agreement. CQC regulates both the premises and the care provided, and both were looked at during this inspection.

Inshore Support Limited - 112 Wellington Road accommodates up to three people in one adapted building, where people had access to communal areas along with their own rooms. At the time of the inspection there were three people using the service.

Registering the Right Support has values which include choice, promotion of independence and inclusion. This is to ensure people with learning disabilities and autism using the service can live as ordinary a life as any citizen. The home was meeting the principles of this policy.

There was a registered manager in post at the time of our inspection. A Registered Manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People were safeguarded from abuse and risks to their health and wellbeing were assessed and planned for to keep them safe. People were supported by sufficient staff and had their medicines administered as prescribed. People were protected from the risk of cross infection. The provider learned when things went wrong.

People had their needs assessed and plans were in place to meet those needs. Staff were trained and received support in their role. The environment had been adapted to meet people’s needs.

People received consistent support from staff; could choose their meals and were supported to eat and drink safely. People were supported to maintain their health and well-being.

People had choice and control of their lives and staff were aware of how to support them in the least restrictive way possible; the policies and systems in the service were supportive of this practice.

People were supported by staff that were caring; they were supported to make choices and maintain their independence. People were supported with their communication and had their privacy and dignity protected by staff.

People had their preferences understood by staff and they received person centred care and support to do things they enjoyed and meet their needs. There was a policy in place to respond to complaints about the service. Nobody was receiving end of life care so this was not considered.

Notifications were submitted as required and the registered manager understood their responsibilities. Quality audits were in place and were used to drive improvement.

21 June 2016

During a routine inspection

The inspection took place on 21 June 2016 and was unannounced. Our last inspection of the service took place on 8 August 2013 and the provider was compliant in all areas inspected.

Inshore Support Limited – 112 Wellington Road is registered to provide accommodation and personal care to a maximum of three people who may have learning disabilities. At the time of the inspection three people lived at the home.

The home had a registered manager in post. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People were supported by sufficient numbers of staff who were aware of how to report concerns of abuse and knew how to manage risks to keep people safe. Staff employed by the provider had undertaken recruitment checks to ensure they were safe to work.

People were given their medication in a safe way by staff that had been trained in how to do this.

Staff had access to ongoing training and supervision to ensure they were able to support people effectively.

People had their rights upheld in line with the Mental Capacity Act 2005. However, not all staff were aware of the Deprivation of Liberty Safeguards in place for some people who lived at the home.

People had not been provided with choices at mealtimes and were not consulted on what meals they would like. Staff did have an awareness of people’s likes and dislikes and had attempted to plan meals around these preferences.

People were supported by staff who were kind and caring. Staff treated people with dignity and supported them to maintain their independence where possible.

People had their care needs assessed prior to moving into the home and were part of regular reviews to ensure the support they received continued to meet their needs. People had access to daily activities outside of the home.

There was a complaints procedure displayed in a way that was accessible for people in order to support people to make complaints if they wished.

Staff felt supported by the registered manager and told us they were confident that any concerns would be acted upon.

Quality assurance audits were completed by the registered manager to monitor the quality of the service. This included seeking people’s feedback on the service via questionnaires.

8 August 2013

During a routine inspection

During our inspection we spoke with three members of staff and the manager. We looked at three people's care records.

We found that people were involved in their care decisions and choices. People's cultural preferences were respected.

People received care which met their needs and promoted their wellbeing. People's health conditions were monitored and appropriate external professional assistance was sought.

The premises were well maintained. People's rooms were furnished to suit them.

Staff were subject to robust checks and recruitment processes to ensure they were suitably experienced to care for people.

The home had a clear complaints procedure which was accessible to people. Provisions were made to support people, should they wish to make a complaint.

13 December 2012

During a routine inspection

We met the people but we were unable to talk to them to find out what they thought of the service as they did not have any verbal communication. We did see that they seemed well and happy. They had their own lounge areas which had been furnished to meet their needs and their own bedrooms.

We saw staff took time to communicate with the people and that they understood what they were asking for. Staff showed patience and understanding. People seemed content in the company of each other and their support staff.

During a routine inspection

People using this service have high level and complex support needs. Their levels of learning disability and communication support needs meant that we were not able to seek their views directly. However, we saw that they interacted well with the staff looking after them, and looked happy and comfortable in their company. We saw that staff were attentive and treated people respectfully, with warmth and friendliness.
