During an inspection in response to concerns

We carried out an inspection to the service in response to concerns we received from a person employed by the service. The first concern alleged that people who used the service went to bed early for the convenience of staff. The second concern was that people were not being engaged in activities. We found no evidence to substantiate either of the concerns reported to us. We found that people were engaged in a range of indoor and outdoor activities that were suited to them.

We used a number of different methods to help us understand the experiences of people using the service, because some of the people using the service had complex needs which meant that they were unable to tell us their experiences. We were able to speak however with one person who used the service who had some verbal communication ability. They were able to tell us they attended a day centre with staff and took part in cooking activities. We spoke with one family member who said they found staff were kind, caring and understanding. They said they had no concerns about the service.

During a routine inspection

We used a number of different methods to help us understand the experiences of people using the service because some of the people using the service had complex needs which meant that people were unable to tell us their experiences.

Individual files contained information about people's religion, ethnicity and their first language. These also contained details of what action the service took to acknowledge and respect each person's cultural identity.

A visiting health care professional who was visiting the service spoke with us. This person said that in the three months they had been visiting the home they had found the service to be involving people in making choices as far as was reasonably practicable.

The care plans covered personal, physical, social and emotional support needs. These plans were being reviewed with progress and care plan updates being written each month.

People were encouraged to take part as much as possible with preparing meals and snacks although staff generally needed to play a large role in helping to do this.

We saw the manager responding to someone who was asking through pointing and signing which staff were working and when a member of staff they particularly liked would next be at the home. The manager took time to answer what this person wanted to know and to check that they had understood.

During a routine inspection

We met two out of four people who lived at the home. People living at the home were unable to communicate with us verbally but we saw the way that staff supported people and observed people having lunch at the home. We viewed people's rooms and inspected the communal areas. During the course of our inspection, we observed the staff talking to people respectfully, understanding and respecting their wishes.

We spoke with members of staff and looked at people's files including their individual support plans in order to understand their needs and wishes. We spoke with one relative of a person who was living at the home. They said that they were very happy with the care and they thought their relative was well looked after. We also spoke with a professional involved in working with people living at the home. They said that they thought people's needs were well met and they received good care overall. Both the relative and professional were positive about the care that people received at Homer Road.

During a routine inspection

Relatives were positive about the care at Homer Road. They said they were involved in decisions about care and they praised the staff as 'caring' and 'friendly'. Relatives felt the people using the service were well cared for and had opportunities to take part in activities they enjoyed. During our inspection, we observed the staff talking to people respectfully, understanding and respecting their wishes. Two of the relatives we spoke to had some anxieties about planned changes to the service although they had been involved in discussions about this.
