During a routine inspection

This inspection was unannounced which meant the provider and the staff did not know we were inspecting. There were four people using the service at the time of our inspection. We spoke with all of them and the two staff supporting them. We also spoke with three relatives following the inspection. People we spoke with told us, "It's peaceful and cosy" and, "It's nice to come here, we are all friends".

People we spoke with told us they could choose what they did when they stayed at Duke Street, but some said, "We used to go out more". People told us that staff respected their privacy. One person said, "I like to watch my programmes in my room and that's okay. No one bothers me, because they know me".

We looked at two care records to determine if people's needs had been assessed and that care plans and risk assessments detailed how those needs could be met safely. Information we saw provided assurance that people's care needs were being met.

We checked to see if staff were receiving support to ensure they met people's needs appropriately and if they had the training they needed. Staff we spoke with confirmed that one to one supervision of their practice took place and training needs had been identified.

There were systems in place for the receipt and management of any complaints about the service. People we spoke with told us they knew who to go to if they had any concerns. Relatives we spoke with confirmed that they felt able to raise concerns if they needed to.

During a routine inspection

We spoke with two of the people who were using the service and two staff at the time of our inspection and two people or their relatives following our visit. We spoke with social care professionals to ascertain their views of the service and how it met the needs of people.

We checked to see if people's capacity to consent had been assessed.

We looked at three care records to determine if people's needs had been assessed and that care plans and risk assessments detailed how those needs could be met safely. We noted that the service was in the process of introducing care records that were more user friendly and person centred. We saw that risks had been assessed.

We checked to see if people's medication was being managed and stored safely. We found suitable arrangements were in place.

We looked to see if staffing levels were sufficient to meet people's needs. Although there were some staff vacancies, staffing levels had been suitably maintained. Recruitment of new staff had taken place, and was pending receipt of pre employment checks to ensure that new staff were suitable to work with vulnerable adults.

Systems were in place to monitor the quality of the service. Surveys were sent to people who used the service, their families and supporters.
