During a routine inspection

As part of this inspection we spoke directly with two people who used the service for their views. We also spoke with the registered manager and two support workers. We looked at service information, the support files of three people and did a tour of the building.

People we spoke with told us they were involved in discussions and decisions about their care and support. Comments included, 'My keywoker talks with me about my support plans and I've signed them.' And, 'We have agreements we have signed, for things like having our photograph taken.'

People had their nutrition and hydration needs met. People told us they were involved in the development of the menu. Comments included, 'Staff help us to choose the menu. We go shopping with the staff and help with the preparation and cooking.'

We found some concerns with the provider's prevention and control of infections polices. Significant information was missing that instructed staff how to prevent and manage issues related to cleanliness, and risks associated with healthcare infections.

People told us they thought there were sufficient levels of staff available to meet their needs. Comments included, 'The staff keep us safe. You can go to the sleep-in room and knock on the door if you're poorly.'

We saw the provider's records were stored securely, fit for purpose and confidentiality was maintained to protect people who used the service and staff employed at the service.

During a routine inspection

As part of our inspection we spoke with three people who used the service and a relative visiting on the day of our inspection.

The manager (not currently registered) was not available on the day of our inspection due to attending training. We did speak with the area manager and a support worker on the day of our inspection. We returned to the home on 20 August to talk to the manager and another support worker.

On the day of our inspection there were nine people living at Chapel Street Care Home. Out of the nine people living at the home there were three people at home in the morning and four people in the afternoon. Other people were attending either a day service or work. We spoke with three people to establish their views about the service provided.

One person we spoke with told us they liked living at Chapel Street Care Home. They said, 'I like living here, I'm use to it, I have a lot of friends.' And, 'The staff listen and respect us, if you feel down you can talk to them they help sort out problems.'

Someone else said, 'I like this home very much the staff are lovely.'

People spoke positively about the local day service where they attended two days a week and work opportunities they had.

We spoke with a relative of a person using the service. They told us, 'I can't praise the staff enough, I appreciate all they do,' and, 'I think the change in managers has been distressing and unsettling, I hope this new manager stays.'
