During a routine inspection

Our visit to Oak Tree House was an unannounced, scheduled inspection. This meant that the home was not aware that we were going to visit. We met with the manager and two members of staff.

In this report the name of a registered manager appears. They were not in post and not managing the regulatory activities at this service at the time of the inspection. Their name appears because they were still a registered manager on our register at the time.

We spoke with staff about the care and support they provided each day. They gave a detailed account of the specific individual needs of people.

We saw that the people had been fully involved with writing their own support plans. Paper and electronic copies were maintained and in a variety of formats. We saw people participated in various activities, both within the home and in the community, and were to their personal preferences.

We spoke with relatives of people who used the service. They told us of their continued satisfaction with the service and that the service fully met the needs of their relative.

We looked to see if people's medication was being managed properly. We found the service had systems in place to ensure medication was handled safely and securely.

The service had a complaints procedure which detailed how to deal with any comments and complaints made by people who used the service or their relatives.

We found that Oak Tree House was compliant in the five outcome areas we looked at.

During a routine inspection

We inspected Oak Tree House on a planned unannounced inspection which meant the service did not know we were coming.

People who lived at Oak Tree House chose not to speak with us. We observed one person who used the service and saw they appeared happy and relaxed in their surroundings and that staff treated them with dignity and respect.

We saw that the people that lived at Oak Tree House received appropriate support from external agencies to meet their health care needs.

We spoke with relatives of one person who used the service and they told us they were happy with the care their relative recieved and they had seen positive changes in their life.

We looked to see how the service safeguarded people who used the service from abuse and the risk of abuse. We found that systems were in place to minimise the risk of abuse.

Staff told us they liked working at Oak Tree House and they felt supported by their manager. They told us and we saw that they had sufficient training to be competent in their role as a carer.

The service had quality monitoring systems in place to ensure a continuous improvement of the quality of care provided to people that used the service.

We found that Oak Tree House were compliant in the five outcomes we looked at.

During an inspection looking at part of the service

We carried out this review to check on the care and welfare of people using this service. We visited Oaktree House in order to up date the information we hold and to establish that people's needs were being met.

Oaktree House was a registered learning disability service that provided accommodation for up to three people who required personal care. We visited the service on 27 January 2012. The visit was unannounced which meant the provider and the staff did not know we were coming.

When we visited we found that a new manager was in post. The manager was in the process of registering as the manager with us the Care Quality Commission (CQC). The manager told us that they also manage a second service for Archangel Enterprises and was onsite at Oaktree House every other week.

The manager told us that the service is considering changing from a registered service that provides accommodation for people who require personal care to a supported living service. There was a consultation period in place which was due to end in May 2012. The manager told us that the service encouraged people to use an advocate, who is an independent person who is able to speak on behalf of each person using the service if they wish. The manager stated that people using the service, their families or advocates were all involved in the consultation process. This was to support people to make informed decisions.

During the visit we spoke with the manager, two members of staff and one person living at the home. We contacted a family member following the visit to ask them about the service delivered at Oaktree House. The staff we spoke with said they felt supported in doing their job. One person said,'It is a pleasant friendly atmosphere here.' A family member told us that the service were good at keeping them informed.
