During an inspection looking at part of the service

We found that the provider was proving a safe and effective service which was responsive to people's needs.

At our previous inspection on 12 November 2013 we had concerns that monitoring of staff spot checks and home visits could not be evidenced as it was not always recorded. On this visit on 14 October 2014, we spoke to one person reviewed seven feedback forms completed in September 2014. Comments reviewed included "no complaints with the service". "The staff are very friendly" and "very happy with the service". We spoke to management and staff and reviewed staff spot check/monitoring records. On this visit we found that telephone monitoring to check on the quality of care provided, spot checks to check on the quality of care provided by staff were being completed.

During a routine inspection

At the time of this inspection, Jem Care was providing personal care and support for 23 people. We spoke with two people who used the service and the relatives of two other people. We also spoke with three care workers, the deputy manager and the manager. People using the service told us they were pleased with the quality of their care and support. One person using the service told us, "my care workers are very caring and the managers are so helpful". A relative said, "my relative thinks they are great. Some of the care workers go the extra mile. Overall, I'd give them seven out of ten."

We found that the care needs of people using the service were assessed and recorded in their care plans. Risk assessments had been carried out to make sure people were cared for safely.

There were systems in place to make sure people were protected from the risk of abuse and safely supported with their assessed medication needs.

Staff told us they were well supported by their managers and provided with relevant training.

The service did not demonstrate effective procedures for monitoring the quality of care provided. This meant people might be at risk of unsafe or inappropriate care.

During a routine inspection

People and their relatives that we spoke with told us that Jem Care was a good service that met their needs. We were told by one person 'I'm very pleased with them, very happy'. A relative told us 'you hear all sorts of stories about home care but I feel very lucky to have them'.

We found that the service appropriately assessed people's needs and that those needs were met through appropriate support planning. We found that people were treated with dignity and respect. The provider had taken steps to protect people from potential abuse and there were appropriate numbers of adequately trained staff. We also found that the service had an effective system to monitor the quality of the services they provided to people.
