During a routine inspection

Excelle Home Care (Romford) was providing home-based personal care to a small number of people in the local area. We spoke with the relatives of two people who used the service. Both were pleased with the service their family member received. One person said, "this is the best agency we have ever had. [My relative] prefers to have male care workers and they can do it. This is by far and away the best. They make conversation. They really take trouble to do things well."

We saw that the agency assessed people's needs including their mental capacity to consent to care, preferences and any risks in relation to their care. People were able to give us examples of how the agency had tailored the service to meet their specific needs. The agency could demonstrate that it liaised effectively with people's health and social services professionals when appropriate.

The manager monitored the quality of the service. The agency also ensured that new care workers were vetted and received an induction before they started to work in people's homes. People using the service said they felt safe with their care workers.

During a routine inspection

We spoke with a relative and a person who use the service, and considered comments from some people receiving care. Overall, everyone was happy with the agency's services and that people were treated respectfully. Comments from people included, 'We feel very lucky to receive such an excellent and caring service' and 'the general attitude of care staff is good'.

People commented that they received appropriate care, with one person stating 'l have a folder with information about my care and l know who to contact if l needed to'. People commented positively on staff timekeeping, reiterating that 'the agency always sends the same care staff so I don't have to repeat the same information to different care staff'.

Records and feedback from staff and some people indicated that staff were properly trained, supervised and appraised.

People and their relatives commended the service for its quality. They told us that they were asked for their views about their care which were acted on. The latest audit of the provider was largely positive in relevant quality dimensions.
