During a routine inspection

People we spoke with told us that appropriate consent had been obtained by care workers before care had been delivered. One relative told us that even though the person who used the service could not talk, the carers watched their facial expressions to see if they were comfortable with what was happening. Before people received any care or treatment they were asked for their consent and the provider acted in accordance with their wishes.

People we spoke with told us they received good care from the service's care workers. One person told us "They always ask me if I need anything else before they go and check that I'm ok." People's needs were assessed and care and treatment was planned and delivered in line with their individual care plan.

We found people's health, safety and welfare was protected when more than one provider was involved in their care and treatment, or when they moved between different services.

At the last inspection on 13 February 2013 we found there was no documentary evidence to show that effective recruitment procedures were in place in order to ensure that staff had valid right to work documentation. During this inspection we found the service had appropriate arrangements in place to check and monitor that care workers had valid right to work documentation for the United Kingdom.

Most people we spoke with could recall being contacted by the agency to provide feedback about the service by phone calls from managers, visits and questionnaires.

During a routine inspection

People were involved in their care and it was clear to them how many hours they were receiving each week. We found that there were comprehensive information packs in people's homes which included information about the service including the statement of purpose and complaints policy.

We found that people's views were asked for at regular home visits and that any negative feedback was acted on. Views were expressed via telephone quality checks, feedback forms and checks in people's homes.

People were aware of their care plan and told us that staff always listened to their wishes. One person said. "I am very happy with the service. The carers know what I like."

Staff told us that they were supported and had access to various training. We saw evidence that staff had up to date safeguarding training. We saw records that confirmed that spot checks, appraisals and supervision were done regularly.

There was evidence that staff were CRB checked before they began to work and we saw two verified references for each staff member and an application form. However we were concerned that we found that one out of the four staff files we checked did not contain adequate information regarding right to work in the United Kingdom.
