At our last assessment we rated this key question as good. At this assessment the rating has remained as good. This meant the service was consistently managed and well-led. The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities.

The provider did not always have clear responsibilities, roles, systems of accountability, or effective governance arrangements. They did not consistently act on the best available information regarding risk, performance, and outcomes, nor always share this information appropriately and securely with others when required.

Further work was needed to ensure that effective systems were in place to oversee the quality and safety of the service. We identified some minor shortfalls in the oversight of medicines management and record-keeping. These issues had not had a significant impact on people’s safety; however, improvements were required to strengthen governance processes and provide assurance that risks, performance, and outcomes were being effectively monitored and managed.

The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research.
