During an inspection in response to concerns

Our responsive inspection of the service was carried out following concerns we had received through the Care Quality Commission (CQC) 'share your experience' web page. Therefore the focus of our inspection was to look into the concerns that had been raised. We started our inspection at 5.45am which enabled us to observe the early morning routines. We spoke with 16 people who used the service and nine staff.

We received positive comments from all the people we spoke with about the staff who they told were kind and respectful. One person who felt, 'Safe and secure,' told us that, 'Staff are very kind, all very nice, nothing they won't do for you or try.'

When we asked people if they were able to choose when they got up or went to bed they told us they normally could. One person told us, 'I think (staff) are very caring, there is no pressure,' to fall in with the service's routines.

However, we identified where people who required repositioning or continence care were at risk of having their sleep routines disturbed. This was because staff had taken the opportunity to give people a full wash early in the morning, rather than provide the minimal care required at that time. Action was taken by the registered manager during our inspection to ensure the practice was stopped unless the person requested it.

We found that service was well led, that people were supported with their nutritional needs and that people were cared for in a clean environment.

During a routine inspection

People who used the service told us that they were well cared for and enjoyed living in the service. They told us that the staff were kind and helped them with their daily activities of living. Safeguarding policies and practices were well established and staff received appropriate training to ensure that they were up to date with their safeguarding practices.

Care plans were up to date and regularly reviewed to ensure that people were given the treatment and care they needed. Risk assessments were made on relevant areas to protect the safety and welfare of people. One person told us, 'I am very well looked after.' Another person told us, 'They help me get up in the morning and see that I am washed and dressed.' One person told us that they received good care and are well supported by the staff.

Staff recruitment and retention policies and practices were in place and records were well maintained. Training was comprehensive; and included both internal and external training courses that met the needs of the service and the staff.

The provider used a comprehensive system of audits to ensure that standards were maintained. Regular surveys of people who used the service helped to identify areas for improvement, most survey respondents were full of praise for the service.

During a routine inspection

During a visit to the home people who use the service confirmed that they were well looked after and their individual needs are well cared for.

One person told us that they were treated with respect and dignity especially as they could do very little for themselves, and ' the staff cared for them in such a lovely way'.
