Our view of the service

Date of assessment: 6 and 7 November 2025. We undertook an assessment to check the service was compliant following breaches of the legal regulations at the last assessment. The service was registered to support children (13-18 years), younger adults, older people, people with a learning disability or autism, and people with a physical disability.

The provider had a good learning culture and people could raise concerns. Managers investigated incidents thoroughly. People were protected and kept safe from the risk of abuse. Staff understood and managed risks. The facilities and equipment met people’s needs and were clean and well-maintained. There were enough staff with the right skills, qualifications and experience. Managers made sure staff received training and regular appraisals to maintain high-quality care. People received their medicines as prescribed. Staff managed medicines well and involved people in planning any changes.

People were involved in assessments of their needs. Staff reviewed assessments taking account of people’s communication, personal and health needs. Care was based on latest evidence and good practice. People had enough to eat and drink to stay healthy. Staff worked with all agencies involved in people’s care for the best outcomes and smooth transitions when moving services. They monitored people’s health to support healthy living. Staff made sure people understood their care and treatment to enable them to give informed consent. Staff and relevant people took decisions in people’s best interests where they did not have capacity.

People were treated with kindness and compassion. Staff protected their privacy and dignity. They treated them as individuals and supported their preferences. People had choice in their care and were encouraged to maintain relationships with family and friends. Staff responded to people in a timely way. The provider supported staff wellbeing.

People were involved in decisions about their care. Staff provided information people could understand. People knew how to give feedback and were confident the provider took it seriously and acted on it. The service was easy to access and worked to eliminate discrimination. People received fair and equal care and treatment. People were involved in planning their care and understood options around choosing to withdraw or not receive care.

Leaders and staff had a shared vision and culture based on listening, learning and trust. Leaders were visible, knowledgeable and supportive, helping staff develop in their roles. Staff felt supported to give feedback and were treated equally, free from bullying or harassment. Staff understood their roles and responsibilities. Managers worked with the local community to deliver the best possible care and were receptive to new ideas. There was a culture of continuous improvement with staff given time and resources to try new ideas.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

The provider was previously in breach of the legal regulation relating to good governance. Enough improvement had been made at this assessment, and the provider was no longer in breach of the legal regulation.

People's experience of this service

People’s feedback was very positive overall about the care they received at Moor Park House Limited. Everyone we spoke with said they felt safe and there was always a member of staff available to help when they needed it. During the assessment we observed staff answering call bells promptly; 1 person said, “Staff come pretty much straight away.” Another person said, “I get my medicines on time, and I know what I have.” However, some people said at certain times staff took longer to answer call bells. Everyone we spoke with said staff were very knowledgeable about their needs; 1 person said, “They are well trained and know what they are doing.” A relative said, “The staff are 100%. They understand [my relative’s] needs very well and cater for her on a 1-1 basis.” There was a wide range of activities available for people to spend their time participating in, and most people said they enjoyed the food, and there were choices available.

People and relatives told us the home was kept clean and tidy; 1 person said, “I love my room, it gets cleaned every day.” A relative said, “[My relative] has a room with everything in it. It is spotless and the maintenance team makes sure anything is repaired.”

Relatives were made to feel welcome and could visit any time. There was a garden and patio area outside and the provider organised regular events for people and their relatives to enjoy.
