The service should have quality checking systems to manage risks and assure the health, welfare and safety of people who receive care (outcome 16)

Not met this standard

We checked that people who use this service

  • Benefit from safe quality care, treatment and support, due to effective decision making and the management of risks to their health, welfare and safety.

How this check was done

We reviewed all the information we hold about this provider, carried out a visit on 18/03/2011, 29/03/2011, 08/12/2011, checked the provider's records, observed how people were being cared for, looked at records of people who use services, talked to staff and talked to people who use services.

Our judgement

The systems for quality monitoring are not robust enough for the provider to monitor the quality and safety of the care and service provided.

Overall, we found that improvements were needed for this essential standard.

User experience

People who use this service made no specific comments about this outcome.

Other evidence

The home has re instated a quality monitoring system which was originally started in 2009. These records evidence that audits are completed but did not confirm what action was taken in response. The system is based on the Care Standards Act legislation and covered all the national minimum standards. The provider was aware of this and acknowledged the need to update the system.

Staff meetings are held and documented and the home has recently surveyed health care professionals for their view on the service provided by the home.

Monthly visit reviews are documented. It was noted that they have been written by the appointee manager and countersigned by the provider. The provider does not have a system in order to monitor the management of the home or its performance.
