During an inspection looking at part of the service

We had found shortcomings in the hospital's quality audit programme when we carried out an inspection in March 2013. These had primarily concerned a failure to identify and address risks to people in connection with infection control.

We found that changes had been made when we returned to the hospital on 12 September 2013. Procedures had been reviewed, for example in relation to the management of clinical waste and how this is collected and removed from the hospital. Staff had received training and attended meetings which helped to ensure that they had a good understanding of infection control and the action they needed to take.

A range of audits and checks were being undertaken to monitor the standards being achieved. These helped to identify what was working well and where improvements were needed. The arrangements lacked a 'joined up' approach but the audits did show that standards were being checked on a regular basis.

During a routine inspection

We spoke with three people who used the services provided by the hospital. They were pleased with the care and treatment that they had received. We were told " I was treated with extreme kindness and thoughtfulness". Someone else said "I was given individual attention at all times.The staff seemed to be always thinking ahead to what my needs would be".

People felt safe, well-informed and involved in their care. They were told about risks associated with their treatment and were asked to give consent before procedures took place. We saw that staff assessed the individual needs of each person that used the service and devised a treatment plan that was safe and appropriate.

There was a system in place to monitor the quality of care but it was not completely effective. Health and safety risks were not always identified and remedied.

We looked at a people's records throughout the hospital and found them to be clear, comprehensive and well organised. They were kept securely and could be located promptly when needed. Staff had a clear understanding of patient confidentiality and data protection.
