Date of assessment: between 15 and 24 September 2025.The service is a care at home service providing personal care to older people, younger adults, people with learning disabilities and mental health conditions in their own home. This service provides care and support to people living in a 'supported living' setting, so that they can live in their own home as independently as possible. At the time of assessment, 6 people were using the service and receiving personal care and we have met them during our visits to the settings. The service had not been assessed and rated before, so we completed a comprehensive assessment. This assessment was prompted following concerns received around people’s care and management oversight. During this assessment we found the provider to be in breach of 3 legal regulations relating to safe care and treatment, recruitment, and governance. During this assessment, we found some areas needing improvement in areas such as records of management of medicine, recruitment, staff training, notifications and some aspects of the service oversight. We discussed some of the discrepancies with the registered manager as part of this assessment to take action.

However, we also found the registered manager and the staff team had been working together to support people and ensure people continued receiving the care and support they needed. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. The provider was working in line with this guidance. People were protected and kept safe by staff. The service made sure there was continuity of care, and they worked well across teams and services to support people. The registered manager and staff understood the principles of good care and treatment. Staff focused on people's strengths and promoted what they could do, so people had a fulfilling and meaningful everyday life. People’s rights around consent, privacy and dignity were considered and respected. People and their families were treated with kindness, empathy and compassion. The service cared about and promoted the wellbeing of their staff and staff told us they enjoyed their roles. The registered manager was visible within the service and led by example. Staff told us they understood their responsibilities to raise concerns and report incidents or allegations of abuse. They felt confident issues would be addressed appropriately. We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of the service

We received mostly positive feedback from people and some relatives about their experience using the service. There was some work ongoing with one person and their family to review and establish a communication process, so the person was supported in their best interest and how worked best for them.People were supported by staff who knew them well and understood how to meet their needs appropriately. People were supported to access healthcare services to maintain their wellbeing as and when needed. Where people had relatives, they were kept informed about people’s health and welfare. People and some relatives told us they were happy and safe with staff. People could contact the staff or the registered manager if they had any problems they wanted to raise. Staff promoted people’s independence and involved them and their families in decisions about their care. People were supported by staff to pursue their interests and achieve their aspirations and goals. People were positive about staff being kind, caring and respectful. People’s nutrition and hydration needs were supported by staff. While people and some relatives expressed general satisfaction with their care and treatment, our assessment found some elements of care and support did not always meet the expected standards.
