During an inspection looking at part of the service

We considered all the evidence we gathered under the outcomes we inspected. We used the information to answer the five questions we always ask. Below is a summary of what we found. If you want to see the evidence supporting our summary please read the full report.

Is the service safe?

There were systems and processes in place to monitor infection prevention and control. People were protected from the risk of infection because appropriate guidance had been followed. Staff had been appropriately trained in infection prevention and control.

Is the service effective?

The provider had developed a recruitment process to ensure people were cared for by staff who were of good character. Appropriate pre-employment checks had been completed.

Is the service caring?

This inspection was a follow-up inspection to look at previous non-compliance. During our last inspection in December 2014 people were all consistently positive about their experience.

Is the service responsive?

This inspection was a follow-up inspection to look at previous non-compliance. During our last inspection in December 2014 people attending the clinic were satisfied with the service they received.

Is the service well led?

There were systems in place for managing risks in infection prevention and control. Appropriate pre-employment checks had been carried out.

There were mostly systems and processes in place to monitor infection prevention and control and the storage of medicines. However people were not protected from the risk of infection because appropriate guidance had not been followed; not all staff had not been appropriately trained in infection prevention and control.

Is the service effective?

The provider had developed a recruitment process to ensure people were cared for by staff who were of good character. However, not all appropriate pre-employment checks had been completed.

Is the service caring?

Following our inspection we spoke with six people who had used the service, and they were all consistently positive about their experience.

Is the service responsive?

This inspection was a follow-up inspection to look at previous non-compliance. During our last inspection in February 2014 people attending the clinic were satisfied with the service they received.

Is the service well led?

We found some concerns regarding the systems in place for monitoring the quality of care and managing risks in infection prevention and control.

During a routine inspection

People who use the service were given appropriate information and support regarding their care or treatment. One person we spoke with told us that the staff were, 'Very professional and anything I have asked, they have given me (an answer), even more than I requested'.

We looked at four consultation records and saw that assessment packs were designed for the specific treatment that was offered. People we spoke with confirmed that the benefits and risks to treatment were discussed with them.

Staff that we spoke with could describe the types of abuse that could occur and told us if they had any safeguarding concerns, they would speak with their Clinical Director. We found that there were training records for all staff for safeguarding of vulnerable adults.

Appropriate checks were not always completed before staff began work. Staff we spoke with confirmed that all new employees worked supervised for a minimum of four weeks.

During a routine inspection

We were able to speak with two patients during our inspection and a person chaperoning a patient. Patients told us they had received enough information at the time of their initial consultation to make an informed choice about the correct procedure for them.

Patients told us they had received written information about their planned procedure, and had been offered a period of time in which to reflect on their decision and cancel treatment if they wished. 'I am always fully involved in the decisions, the staff are excellent, I cannot fault them. I signed a consent form when I first came to the clinic and I have signed several consent forms since then as my treatment has changed, things are always explained to me.'

Patients told us that they felt confident in discussing any areas of service provision with the organisations registered manager and felt confident that any concerns or complaints would be listed to and addressed.
