Date of assessment: 11 August 2025 to 25 August 2025. Cornerstone Professional Care Ltd is a domiciliary care service providing personal care to people living in their own homes. Not everyone who used the service received personal care. CQC only inspects where people receive a regulated activity of personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of our inspection 15 people were receiving care at home from the provider.

We assessed the service against all the quality statements in all 5 key questions. This was because this service had not been inspected since registration.

The provider had governance systems in place to monitor and improve the quality of the service; however, these were not always effective or timely regarding the oversight of audits and care plans to ensure staff had easy access to all information. The registered manager made changes following our feedback and has implemented an action plan that is robust and has provided us with assurance that governance systems will be improved. They have already started to implement changes and will continue to make improvements.

Care was person-centred. The provider’s policy and staff practices placed people’s right to make decisions and be in control of their care at the heart of the service.

There were enough staff to support people and meet their needs. Recruitment practice was safe. Staff worked with partners to help people achieve positive outcomes. People were supported to have maximum choice and control of their lives.

Staff felt supported and told us that the service was well managed.

The registered manager had a system in place to ensure any complaints received would be recorded, investigated and responded to and any learning used to improve the service provided.

People's experience of the service

Updated 13 August 2025

People, families and professionals praised the care people received and the registered manager’s person-centred approach to them as individuals. We reviewed people’s care plans and risk assessments and requested feedback from relatives and external professionals. People were included and listened to, and staff consistently interacted positively with people. People’s choices and preferences were used to plan and deliver care and support to meet their individual needs. However, care plans did not always reflect the conversations about care that people told us they had with the provider. One person said, “The manager really takes an interest. I mentioned during my (Support) plan discussion that I like having things a certain way in the kitchen and the staff always do it that way now.”. Staff were skilled and experienced and provided care in line with people’s choices and preferences. Staff monitored people’s health to support healthy living. Managers understood the needs of people using the service.

People were supported to receive their medication as prescribed. Staff demonstrated a good knowledge of types and signs of abuse and how to report concerns of abuse.

People were supported to access healthcare professionals when required.

People were involved in decisions around their day to day care and were treated with dignity. The registered manager had systems in place to identify and support people's protected characteristics from potential discrimination. Protected characteristics are the nine groups protected under the Equality Act 2010. They include age, disability, race, religion or belief.

Relatives spoke highly of the support provided to their family member. Relatives told us they would not hesitate to speak to staff or the registered manager if they were not happy with the care and support staff delivered as they had confidence that the registered manager would take immediate positive action.
