During a routine inspection

During our inspection, we spoke with two people who used the service, three relatives of people who used the service, two members of staff and the registered manager.

People told us they were very happy with the care provided. One person said, 'I want to remain independent. The care staff don't take over, they respect my desire for independence". One relative said, "The care staff are pleasant, down to earth and they understand my relative"

People told us they received their planned care in a professional and unrushed manner. This was because there were enough suitably trained staff to meet people's individual needs.

People were protected against the risk of harm because the provider had an effective recruitment system in place to ensure that staff could work with vulnerable people.

We saw that there were systems in place to assess the quality of the service and improvements were made in response to problems that had been identified.

During a themed inspection looking at Domiciliary Care Services

We carried out a themed inspection looking at domiciliary care services. We asked people to tell us what it was like to receive services from this home care agency as part of a targeted inspection programme of domiciliary care agencies with particular regard to how people's dignity was upheld and how they can make choices about their care.

We visited two people as part of this review and spoke with them about their experiences of the support they have received. We spoke with three people or their relatives over the telephone who received a service from this agency.

People and relatives told us that they were very pleased with the care they received and told us that they would recommend the agency to other people. People said they were visited before their care started and that their wishes about how they received their care were discussed. People told us that the care was given at times they had agreed to and they were always informed if care workers were going to be late.

People's needs were assessed and everyone had a plan of care. Plans of care were not detailed enough for care workers to provide care in the way people wanted. Risks to people were assessed and plans were in place to make sure people received safe care.

People told us that care workers were polite and treated them with respect. They said that their privacy was promoted.

People felt safe and said they would feel able to contact the office if they had any concerns. Care workers were trained in identifying abuse and were aware of their responsibilities to refer any concerns for people's welfare to the manager.

Procedures for the safe recruitment of staff were in place but were not always fully followed.

The agency had some procedures in place to review and monitor the care people received but records were not always kept of these.

During an inspection looking at part of the service

Information we hold about the service showed that we needed to undertake a monitoring visit in order to update our records and to establish that people's needs were being safely met.

People we spoke with told us, "I haven't any concerns but I know who to go to if I had." "Very satisfied with the service I receive" and "I usually have the same staff, occasionally they will change, but they tell me that is happening and why."

"They are usually on time, give or take a couple of minutes" and "I have been really happy with the staff who come to see me, they make me feel safe and are always cheerful, they take their time to ensure I'm okay."

Relatives told us, "The staff are friendly and my relative likes them." "My relative has no complaints and would complain if she had." "I have been very happy and with the service and can directly compare it to anther agency that I wasn't happy with."

Care professionals confirmed that they had no concerns about the service's delivery of care. One person commented that, "The staff work well with the district and palliative care nurses. They carry out the care and support as it should be and we have found they act promptly to alert us if there is a problem." Another said, "We found the staff and management are extremely professional, they demonstrate an empathetic approach. We have received positive feedback from people who use the service."
