During an inspection in response to concerns

We carried out this inspection due to concerns reported to the Care Quality Commission that people were not always reliably supported to drink a sufficient quantity of refreshments. This also included concerns that there were not always enough staff on duty to support people with their care needs.

We spoke with seven people and observed staff interactions with people living with dementia. People's assessed care and support needs were demonstrated to us in the care plans we reviewed. People we spoke with confirmed to us that their needs were reliably met. A visiting nurse we spoke with said, "I visit the service almost every day and I have no concerns that people's needs are not met."

Staff's safeguarding of vulnerable adults training and knowledge meant that people were supported to be kept safe. One staff member told us that if they ever witnessed abuse or suspected that it had occurred they would have no hesitation in reporting it." We saw that the provider took steps to deal with staff who were no longer safe to work with vulnerable adults.

By talking with people, including visiting nursing staff, reviewing staff shift roster and observing people's care and support, we were confident that people's needs would be reliably met. There was a sufficient number of staff available to meet people's needs including management and senior support staff throughout the day.

During a routine inspection

A valid consent was sought by staff before they provided personal care and support to people who use the service. People were assured that they would only be provided with care that they had consented to either verbally or in writing.

People's plans of care were well written, detailed and provided staff with clear guidance on how to support people with the care they had agreed to. From our review of records we saw that people's choices were respected. People were supported with their healthcare needs.

One relative we spoke with said, "The staff are very good and dedicated. It is such a homely place."

We saw that people were provided with the equipment they needed to maintain their independence. Serviceable equipment was available whenever people required it. People were assured that their support and mobility equipment was safe to use.

The records we reviewed demonstrated to us that the provider met the statutory requirements for inspections of gas, water, electricity and moving and handling equipment. People's care records were held securely and were available when required.

10 September 2012

During an inspection in response to concerns

We carried out this review due to concerns reported to the CQC by visiting health care professionals. During our visit on 10 September 2012 we spoke with four people living in the home. They all said that the staff maintained their privacy and that they were cared for with respect. We saw that people with dementia in the lounges downstairs area were all engaged in meaningful activities.

One person said, 'I love it here, it is much better being with people rather than being at home alone".

People we spoke with said that they were happy living in the home and made positive comments about the care that they received. One person told us that, 'The staff are so friendly and helpful".

We asked about the time it took for staff to respond to call bells and two people told us that they rarely waited for longer than a few minutes. Not everyone knew that there was a programme of activities available. We found that some of the ones that were provided included trips to Hunstanton for those that were able and visits to a local pub for lunch.

During an inspection looking at part of the service

While we spoke with people using the service, their feedback did not relate directly to the regulations we reviewed at this time. At this inspection we returned to review the improvements the provider had made regarding medication, care plans and the domestic staffing levels.

During a routine inspection

We were told that staff do provide help when needed and people also said they are happy with the care they receive in the home, with only one person saying they were not fully happy.

One person told us that they enjoy their food and felt they have a lot to eat. We were told that people make choices about what they do and some people had chosen to eat in their room on the day of our visit. Three people told us they enjoy their meals, however, another person commented that meals can be a bit bland even with a choice being provided.
