During a routine inspection

We spoke individually with the provider, manager and three staff at Breck Lodge. We also discussed care with four people living at the home. We reviewed care and medication records, staff files, policies and procedures, audits and risk assessment documentation.

The service ensured that people were cared for in a supportive and dignified manner. One person told us, 'I'm very happy here ' I couldn't ask for more'. Another person said, 'I'm so glad I'm here, I couldn't do without them'.

Areas of non-compliance found at the last inspection had been addressed. The provider had introduced appropriate measures to safely manage medication and support staff. Training was up-to-date and staff supervision was now in place. The provider had improved upon the monitoring of quality of service provision.

Care records were of a good standard. Care plans and risk assessments were in-depth, signed and regularly reviewed. People or their families had consented to care. The home had appropriate staff recruitment procedures and people lived in a safe and homely environment.

During a routine inspection

We spoke individually with two people living at Breck Lodge. We asked people to tell us about their experiences of living at the home. People told us they were happy living there. We were also told that the staff team were caring and respectful.

One person told us 'The staff are very caring and helpful. I don't need much support and the staff don't fuss over me, which is good because it was hard to go into a home'. Another person said, 'The staff care in a respectful and dignified manner'.

However, systems to underpin good practice and quality care were not in place. Additionally, improvement actions identified at the last inspection had not been introduced.

Currently, the home does not have a registered manager in place. One staff member told us the providers were 'good, but it would be better to have someone around on a regular basis. There are too many Indians and not enough chiefs.'

During a routine inspection

People living at the home told us that they felt respected and well cared for. One person said that the care and support they get is carried out sensitively and in private. Another person said that the staff always try and check that it is ok to go ahead with personal care and support, so that they know people are happy and comfortable with what is happening to them. When asked if people's points of view were respected and considered, several people agreed saying that the staff and management do take account of people's views on the home and care provided. People said that they felt safe and secure at the home. One person said that they felt that the care they received was always of a high standard and based on their personal needs. One person said that they felt safe, but was still free to do their own thing and sometimes make mistakes. It is clear from taking to people and looking at the records held at the home, that a sensible balance is offered to people between the reasonable risks people want to take and their personal safety. People believed that they received safe care and supported based on their individual needs. People said that the staff help them with their medication, and make sure they get it at the right time, and also order it for them when required. One person said that the staff are very good at explaining what the medication is for, and why they need to take it.
