During an assessment under our new approach
Brook House IRC is an immigration removal centre (IRC) located near Gatwick which has been operated on behalf of the Home Office by Care and Custody, a division of Serco. Practice Plus Group (PPG) is the lead provider of healthcare services at Brook House. The provider is registered with the CQC to provide the following regulated activities at the location: Treatment of disease, disorder or injury and diagnostic and screening procedures.
We accompanied His Majesty’s Inspectorate of Prisons (HMIP) on their independent review of progress to conduct a focused inspection of healthcare services at Brook House. At our last joint inspection with HMIP in August 2024, we found the quality of healthcare provided by PPG at this location required improvement. We issued a Requirement Notice in relation to Regulation 18, staffing and regulation 17 Governance.
The purpose of this focused inspection in July 2025 was to determine if PPG were meeting legal requirements in the provision of health services.
During this inspection, we looked at 2 quality statements. We found the provider had made sufficient progress to address the regulatory breaches and was no longer in breach of Regulation 18, staffing and regulation 17 Governance.
Staff had introduced a range of new processes to support the delivery of safe care particularly in relation to the management of patients’ long term health conditions. Governance and staffing arrangements had improved although staffing remained fragile and under pressure but closely monitored.
