Well-led
Well-led – this means we looked for evidence that service leadership, management andgovernance assured high-quality, person-centred care; supported learning and innovation; andpromoted an open, fair culture.
At our last assessment we rated this key question requires improvement. At this assessment therating has changed to good. This meant the service was consistently managed and well-led.Leaders and the culture they created promoted high-quality, person-centred care.

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. A staff member told us it was a “good team with the correct information being passed between teams”. Another said, “(Staff) can ask questions, so we’re confident.” Another staff member confirmed staff were supported with “practical discussions”. One person told us, “I know the (registered) manager. I can report things. They always respond.”

Governance, management and sustainability
The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate.
Robust governance arrangements were in place. These included spot checks, quality audits of documents, and review of feedback. The quality lead was knowledgeable. There were clear threads throughout all the governance arrangements which supported improvement and learning.
Partnerships and communities
The provider understood their duty to collaborate and work in partnership, so services worked seamlessly for people. They shared information and learning with partners and collaborated for improvement.
Staff had developed a number of initiatives to support people to engage in the community. Most recently there had been a personal hygiene week and people had also been engaged in litter picking. The service worked with a charity to develop an environment to support people to socialise and develop independent life-skills. The service planned to develop support for people’s independence further by supporting people to achieve national accreditation in life-skills.
Learning, improvement and innovation
The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research.
The service had a thread of learning and continuous improvement throughout.
