During a routine inspection

We visited the service and met with the registered manager, provider and one staff member. We saw the service had assessed peoples care needs and had drawn up support plans to ensure needs were met. People told us they were involved in planning their own care and staff were aware of their needs. We saw records to confirm this. One person told us, 'I am living as independent a life as I can but the support makes a lot of difference'. When we spoke to staff they were able to demonstrate that they were aware of the needs of people living at this service.

People were cared for in a clean and hygienic environment and were able to choose how they managed their own rooms. One person told us 'The environment is the best thing'. Some people living at the service had made a choice not to allow refurbishment in their rooms. We saw a maintenance plan which showed what improvements were planned or had been made to the service

We found there were enough staff employed to meet the needs of the people using the service. We looked at staff rotas that confirmed that levels of staff had been consistent over time. One person told us, 'I think there are enough staff'. One staff member told us 'I feel that staffing levels are appropriate'.

People told us they knew how to complain and they felt their concerns would be addressed. The service had a comprehensive quality assurance system in place which protected the health, safety and welfare of people using the service. There were clear policies and procedures in place for the running of the service. This ensured that staff had clear pathways to follow.Staff told us that they were had read the policies and procedures.

The paperwork system used by the service was well ordered and accessible. Records were up to date, regularly reviewed and audited in line with Data protection Act 1998 principles.

During a routine inspection

We spoke with four people that used the service, two staff and the registered provider while undertaking our inspection. We looked at case files for three people and viewed three bedrooms.

We found that people that used the service gave written and/or verbal consent to care and support or that they declined it, depending upon what they needed support with and when. We found that people had their care needs assessed, planned for and met. People had their basic nutritional needs met and received their medication according to the prescribed instructions.

We found that people were supported by staff that had been safely recruited and supervised and that people had a simple system in place to make complaints about the service of care and have them resolved.

We found that there was a general lack of enthusiasm from people that used the service and staff, however we found that people were satisfied with their lives and required nothing more from living at Sabre Court. People said, "I have nothing to complain about", "I make my own decisions about life" and "I don't particularly speak much with anyone else here, but I am satisfied with things the way they are".

During a routine inspection

People said they were consulted about their care and were involved in making decisions. One person said he liked to get involved in his review, was always invited and that he could discuss his care preferences with his key worker. People said that the staff were good at caring for them, that they could come and go as they wished and that they were helped in all areas where support was needed. One person said: 'I like the pace of life here, that's the best thing,' and 'we talk together about what I need.' This person added: 'They could be a bit firmer at times because sometimes I need this.' People said they felt safe at the home and that if they became upset and needed staff to intervene in their behaviour staff did so in a way which they afterwards realised was helpful.
