During a routine inspection

West Heanton supported living and domiciliary agency provides care and support to people in their own homes. It also provides care and support to people living in flats on the site of West Heanton Residential Care Home. These people have their own tenancy agreements as part of a supported living package. We only inspected the care and support and not the accommodation.

Rating at last inspection

At our last inspection completed in October 2015 we rated the service as good. At this inspection we found the evidence continued to support the rating of good and there was no evidence or information from our inspection and ongoing monitoring that demonstrated serious risks or concerns. This inspection report is written in a shorter format because our overall rating of the service has not changed since our last inspection. This inspection was completed on 7 February 2018 and 23 March 2018.

Why the service is rated as Good.

There was registered manager in post who was also the registered manager of West Heanton Residential Home. A registered manager is a person who has registered with the CQC to manage the service. Like registered providers, they are 'registered persons'. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

Care and support was well planned, with risks clearly identified. People were supported in the least restrictive way; the policies and systems in the service supported this practice. Staff had received training on the Mental Capacity Act 2005 (MCA). They ensured people were asked for their consent before they carried out any care or support.

The registered manager promoted strong values and a person centred culture. The staff and people said the management team had an open and inclusive approach. Good systems had been used to review the quality of care and gain people’s views to improve things. People said their views and concerns were listened to. One person said “I would have no hesitation to call them, if I needed to, but the service is second to none. Everything is sorted. The girls will always help with anything.”

People were protected from harm because there was a robust recruitment processes. Staff knew who to report concerns regarding abuse.

Care workers had been trained to give people their medicines safely and ensured medicine administration records were kept up to date. Care workers supported people to eat a nutritious diet with food and drinks of their choice.

People were treated with kindness, respect and compassion. Staff had developed strong bonds and good relationships with people and understood what was important to them. One person said “Our girl who visits is like a family friend to us. It’s important to have that trust and I do trust her 100 percent.”

12 & 20 October 2015

During a routine inspection

The inspection took place on 12 and 20 October 2015 and was announced.

Our previous inspection visit in January 2014 found that the service was meeting the requirements we looked at.

West Heanton supported living and domiciliary agency, provides care and support to people in their own homes or in supported living units attached to West Heanton Residential Home. The agency offers a rural service.

There was a registered manager who was also the registered manager of West Heanton Residential Home. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People’s safety was promoted through robust recruitment checks prior to new staff starting work at the agency and enough staff to ensure visits were not missed and staff did not need to rush.

People were protected from abuse and harm because the registered manager and staff understood how to protect people and had their safety as a priority.

Risks were assessed and understood and the agency helped people to protect themselves, such as through fire alarm checks. There were procedures in place for emergency situation, such as impassable roads in bad weather.

People were supported to receive their medicines in a safe way and an adequate diet to maintain their health. Health care professionals were consulted on a regular basis so people’s health care needs were met.

Staff received training that equipped them for their work. Some said the training was very good and very frequent.

People were fully involved in decisions about their care and the staff understood legal requirements to make sure people’s rights were protected. Care was not provided without people’s consent. Care was person centred and each aspect of their needs and wishes were taken into account. This supported the person to remain independent and also gave their family members reassurance.

Staff were kind, caring, treated people with respect and upheld their privacy and dignity. People said, “Very lovely girls”; “Very, very caring”; “Very kind and very helpful” and “All the staff at West Heanton are prompt, caring and wonderfully kind. They attend to my every need.” Health care professionals were very complimentary about the service.

There were robust arrangements in place to seek people’s views, ensure staff were supervised and supported and safety was promoted.

14 January 2014

During a routine inspection

We visited three people supported by West Heanton domiciliary care agency. One person said 'I am always treated respectfully, my wishes are always carried out; the staff listen to me. Sometimes I think I may be a bit fussy about how things are done but staff say no it is your home we do it as you want it. They definitely respond to me and what I want. I am in control they don't come and bulldoze me into things'.

One person we visited said 'I am happy with West Heanton the staff are all so nice, they have time for you. I have people visit that are kind and friendly they ask what help I need and have a laugh and a joke. I feel in control; if I need something they do it without question.

One care worker said 'We have brilliant support; the managers are very approachable and listen to us. I would have no problem contacting them if I had a problem'. They went on to say the manager was 'one of the best people I have worked for; you need a good boss'.

One person we spoke with told us the manager 'comes to check how things are. If I am unhappy about anything I feel I can talk to the manager if I needed to'.

7 March 2013

During a routine inspection

We visited the registered office on the 7 March 2013 and also spoke with people who use the service on 8 March 2013. We were able to speak to two staff who provided care and support. We saw three people in their own home and spoke to three others by telephone. The agency support up to 20 people in their own homes. During the visit to the office we viewed a number of records, including care plans, staff recruitment files and training records. This helped to to better understand how well the agency was being run.

We heard from people that the service provided by the staff was rated highly. Comments included, ''this is second to none, they all go that extra mile for you. It is not like a normal home care service. I can't rate it highly enough.'' The staff are very caring, it's not just a job to them. They really care.''

We saw that care and support was well planned. People decided what care and support they wished to have and at what time. This showed that the service responded to people in a person centred way.

We saw that robust recruitment processes were in place to help protect people. Staff had received training in the protection of vulnerable adults and a senior person was on duty for them to voice any concerns to 24 hours per day.
