Well-led
Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.
At our last assessment we rated this key question requires improvement. At this assessment the rating has changed to good.
This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.
The provider was previously in breach of legal regulation in relation to governance at the service. Improvements were found at this assessment, and the provider was no longer in breach of regulations.

Governance, management and sustainability
The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate.
The provider had worked with a care planning system provider to implement a new auditing system. We found audits were now effective in identifying areas for improvement. Leaders had access to up‑to‑date, regular information through a system that generated alerts and captured key governance data.
Regular governance meetings were now held by leaders to ensure appropriate oversight. The registered manager told us, “We were disappointed following the last inspection about the concerns identified in our governance systems. We had been working very hard independently, without support, so this gave us an opportunity to refocus on where improvements were needed. Since the last inspection, we have ‘stepped back’, which has helped us to better understand our priorities. We are now confident the right systems are in place to support future development.”
The provider had also implemented an electronic system for staff to log in and out of visits to enable them to have better oversight of visits to people. Leaders and staff reported some ongoing technical issues in certain areas due to poor mobile network coverage. Leaders told us they were working with the system provider to address these issues.
The business continuity plan had been updated to include key information, such as local authority contact details. This ensured staff had access to clear guidance on how to respond in the event of an emergency.
