During a routine inspection

We spoke with three members of staff, four people who use the service and one relative. We found that people were happy with the care they received and had been asked to express their views about the service at regular intervals. People told us that they were treated respectfully and listened to staff but we found that people's cultural and religious needs were not always considered when planning people's care. The care records we saw did not always accurately reflect people's needs or contain sufficient detail to ensure that staff knew what action to take to meet these.

There were systems in place to protect people from the risk of abuse and staff demonstrated that they knew the appropriate action to take if they had any concerns about a person's welfare.

Staff were provided with information about the service and how to meet people's needs on joining the service and were able to discuss their work in meetings with their manager at regular intervals to ensure they were meeting people's needs effectively. Staff told us that they received training to support their work.

There was a complaints procedure in place and people felt able to raise their concerns about the service. However, people were given inaccurate information about external agencies they could contact.

The records were not kept to a standard to ensure that people were protected against inappropriate and unsafe care. Many of the records were out of date and contained inaccurate information.

During an inspection looking at part of the service

We did not speak to people who use the service during this review. The purpose of this visit was to check whether the provider had made the improvements we identified during our last inspection of the agency.

During an inspection in response to concerns

People who use the service told us that they have regular care workers and that this is important to them. All the people we spoke to gave very positive feedback about their regular care workers. People told us that their regular carer understands their care needs well and supports them in a consistent manner.

People said that the agency always arranges a replacement care worker if their regular care worker is away. However two people told us that the replacement care workers supplied by the agency did not have sufficient knowledge of their needs to provide safe and appropriate care.

All the people we spoke to said that their care worker almost always arrives on time and always stays for the correct length of time. People who use the service told us that their care worker treats them with dignity and respect when delivering their care.

Some people who use the service told us that the agency contacts them occasionally to ask for their feedback about the service they receive. Other people told us that the agency never contacts them to ask their opinion about the service.
