Is the service safe?

The service was failing to ensure people were protected against the risks of receiving inappropriate or unsafe care or treatment.

The service was failing to take reasonable steps to identify and prevent the possibility of abuse and was failing to respond appropriately to allegations of abuse.

The service was failing to ensure people were protected from the identifiable risks of acquiring a health care associated infection.

The service was failing to protect people against the risks associated with poor medicines management.

The service was failing to ensure that appropriate records were kept.

The service was failing to ensure people were protected against the risks of receiving inappropriate or unsafe care or treatment.

Is the service caring?

The service was failing to ensure people were protected against the risks of receiving inappropriate or unsafe care or treatment.

Is the service responsive?

The service was failing to ensure people were protected against the risks of receiving inappropriate or unsafe care or treatment.

Is the service well-led?

The service was not protecting people against the risks of unsafe care and treatment by not effectively assessing and monitoring the quality of service provided.

During an inspection looking at part of the service

We looked at the systems in place for managing medicines in the home. This included the storage and handling of medicines as well as a sample of Medication Administration Records (MARs), stock and other records for eleven people living in the home. Overall, we found that appropriate arrangements for the recording, administration and safe handling of medicines were still not in place.

During an inspection in response to concerns

Care and treatment was not planned and not delivered in a way that ensured people's safety and welfare. One person who used the service told us: "It's not too bad here at all." However, we found that care and treatment was not planned and not delivered in a way that was intended to ensure people's safety and welfare.

People were not protected from the risk of infection because appropriate guidance had not been followed. People were not cared for in a clean, hygienic environment.

People were not protected against the risks associated with medicines because the provider did not have appropriate arrangements in place to manage medicines.

There were enough qualified, skilled and experienced staff to meet people’s needs.

People were not protected from the risks of unsafe or inappropriate care and treatment because accurate and appropriate records were not maintained.

We found improvements had been made. The provider had an effective system to regularly assess and monitor the quality of service that people receive.

During a routine inspection

People experienced care, treatment and support that met their needs and protected their rights. One person told us "I wouldn’t change anything, its lovely here" another person said "If I want anything, I only need to ask".

People were cared for in a clean and hygienic environment.

People were protected against the risks associated with medicines because the provider had appropriate arrangements in place to manage medicines.

There were enough qualified, skilled and experienced staff to meet people’s needs.

The provider did not have an effective system to regularly assess and monitor the quality of service that people received.

People were not protected from the risks of unsafe or inappropriate care and treatment because accurate and appropriate records were not maintained.

During a routine inspection

People told us that they had been consulted about the care package they received and that care plans were discussed with them. One person said “Staff always ask me what I want to do before they help me.”

People who used the service were cared for in an appropriate manner. People were able to participate in appropriate activities throughout the day. People were happy living at the home and one person said “We have an activity co-ordinator who comes about three times a week and we enjoy that.”

People who used the service thought that the food was good. People had a choice of food at each meal. Drinks and snacks were offered throughout the day. One person said “The food here is lovely, you can’t fault it.” Another person said “If you don’t like what’s on the menu they will cook me something else.”

There were enough equipment to support people appropriately. Some people used the hoist, others used walking aids. The manager told us that all equipment was assessed for the individual using it.

Appropriate checks were undertaken before staff began work. We looked at the employment records of staff which confirmed this.

We found that people who used the service did not always have a clear care record which identified their individual needs. Some care records were not person centred and did not reflect the person’s needs.

During an inspection looking at part of the service

We spoke with people who used the service. They told us they were very happy with their care.

People said that they had input to their care plans and staff were always polite and listened to their views. People told us they were able to make choices and decisions about their care.

During a routine inspection

People we spoke with said staff were friendly, supportive and professional.

People told us that they were consulted about their care and were able to make their own decisions about life in the home.

People said they liked the service, the staff and said they were well looked after. People told us 'The food is lovely and we always have a choice of meals'.
