During a routine inspection

We visited the agency Community Care ltd on the 13 June 2013 and made contact with five people using the service and two relatives on the 17 June 2013.

People told us they were getting the service they wanted. One person said, 'I have a visit three times a day. It's usually to make my meals. They leave everything for me so I have enough to eat and drink before they come again'. A family member told us 'I think mum is happy with the arrangement. She likes some staff better than others which is only natural. I can't fault them. In fact I would describe some carers as outstanding'. People thought the service was generally reliable and staff were flexible in their work.

People's views on how they wanted their care and support provided had been recorded. Staff knew about people's values and beliefs that were to be respected and care plans acknowledged people's right to privacy dignity and choice. People who may not fully understand their options or lacked capacity were represented properly.

People were protected against the risks associated with medicines because staff had been trained properly.

People were cared for by staff who had been subjected to strict character checks to ensure their suitability to work with people using the service and who had been trained to a satisfactory standard. Staff were described as helpful, kind and caring and respectful to people and their homes. People were consulted about the standard of service delivery they received.

During a routine inspection

People we contacted who used the service told us they were getting the service they wanted. They had discussed the type of help they needed with the manager. They said they were generally happy. Their carers were very good and provided the support they needed as had been agreed. One person told us, 'A very pleasant experience, a big fat gold star is in order, it's appreciated what they do'. 'They always ask if I need anything else before they go, they are very good'. People also told us sometimes staff are 'rushed'.

People told us they usually had the same carers. There were times though when different carers visited. This had been an issue for some people. One person said, 'They are very helpful if I need anything. It is varying in the time they arrive. I need help to get up, washed and dressed for the day. I don't like it when someone comes that I have never met'. 'Occasionally I have different staff'.

Staff were described as being 'Very good'. They did what was asked of them and were flexible in their work. People commented on the timing of their visit. This did not always match what was agreed and commented, 'They can seem a bit hard pressed for time, especially when they are asked to do an extra visit when they are with me. I think this is when staff don't turn up for work'. And, 'It can be any time between 8.15 and 9.15am. It's not really a problem as I am his main carer, but it would be better to have definite times for visits'.

A relative told us she had no problems with the staff who visit. She said 'They (agency staff) carry out all the tasks in his care plan. They record what they have done. We work well together.

People using the service told us they were confident in the service by the way staff conducted themselves. Comments were made such as, 'They are always polite'. And, 'I have never had a problem. They are respectful'. 'They always seem happy and I'm jolly happy with the service, I would contact the office if I had any concerns'.

People told us they felt safe in their home. They had arrangements in place for staff to gain entry and to keep their home secure when they left.

People said they were visited by senior staff and could contact the manager if they needed. They were asked if everything was all right for them. They were consulted all the time about the service they received and could request for changes to be made, for example times of visits, carer preference and tasks they required doing.

People said overall they received a good service. They considered staff were polite and respectful to them and their property.
