During a routine inspection

People we spoke with told us they were happy living in the home. One person told us: "I enjoy going out to my voluntary work and looking after my room". People we spoke with understood the care and treatment choices available to them and expressed their views and were involved in making decisions about their care and treatment. We found that the provider supported people in maintaining their independence and community involvement.

People's care plans and assessments had been completed with the involvement of local authorities, family/friends and the individual. We saw that they had been updated and had been reviewed in March 2013. We saw that the owner of the home and registered manager maintained care plans which centred on people as individuals and considered all aspects of their immediate and longer term needs.

The provider was able to provide rosters of staff on duty and records of people's activities. We were also able to see that care records were being maintained and updated. We saw details of staff employed at the home, their job descriptions and contractual details relating to their employment at the home.

During a routine inspection

People we spoke with told us that they enjoyed living at the home. One person told us that they missed their home town. One person commented that the provider was "very nice" and that they enjoyed shopping trips with her. People also told us that they enjoyed their room and that it was nice to have their own things.

We found staff to be friendly and respectful towards people and saw that they were aware of people's support needs. Staff files contained details of mandatory training as well as National Vocational qualifications (NVQ).

We found that there were insufficient numbers of staff on duty at the home at the time of the inspection. We also found that the planned staff roster was not being followed and that existing staff appeared to have to work more than 60 hours per week in some cases. We found that staff rosters of shifts actually worked were not kept.

We found that management arrangements were not in place to deal with the absence of the manager or ensuring a female support worker was available for people who needed this. We also found that there were no staff job descriptions or contracts in place at the time of the inspection.
