Westwood Care Home is a residential care home providing personal care to up to 29 people. The service provides support to adults with a range of care needs including some living with dementia. This inspection was undertaken due to the age of the previous rating. It was highlighted during the inspection that Westwood Care Home is not correctly registered with CQC following a change in provider entity. The service is taking steps to apply to CQC to correctly register the service.
At the previous inspection, we found breaches of 4 regulations. At this inspection, a range of changes and improvements had been made at the home and 3 of the previous breaches had been met. However, we found that governance was still not robust enough and there was a breach of good governance.We will ask the provider for an action plan to address the issues highlighted during this inspection.
The provider’s oversight and governance systems were not always effective in ensuring well-planned and responsive care. The concerns found and raised during the inspection had not robustly been picked up by internal audit or quality assurance processes.
Environmental risks had not been consistently addressed or minimised. We found several environmental concerns which had either already been identified but no action taken or had been missed by leaders.
Meaningful activities and engagement were limited. Feedback we received consistently raised the lack of activities. Learning opportunities following accidents and incidents were not fully used. Systems to monitor quality and drive improvement were not fully effective.
During the inspection, the provider and home manager took some immediate action and acknowledged the need for improvement, with plans to strengthen oversight. However, time is required for these changes to be embedded and demonstrate impact.
People received care from staff who knew them well and were committed to providing kind, respectful support. Feedback from people, relatives, and professionals was positive about the caring approach and respectful relationships within the home.
Staff worked well with external professionals to achieve positive outcomes for people. People were protected from harm and everyone we spoke with reported feeling safe at Westwood Care Home. Care plans were person-centred and contained people’s histories, likes and dislikes. Individual risks had been assessed, and measures were in place to minimise these.
