Our view of the service
Date of assessment: 13 July – 4 August 2026. We carried out this inspection due to length of time since we last inspected the service.
Homecare Team Ltd is a domiciliary care service located in Bolton which provides personal care to people living in their own homes. At the time of this inspection, 40 people were receipt of the regulated activity, ‘Personal care’.
An inspection has been undertaken of a specialist service that is registered for use by autistic people or people with a learning disability. At the time of the assessment, the service was not used by anyone with a learning disability or an autistic person, however, we assessed the care provision under Right Support, Right Care, Right Culture, as it is registered as a specialist service for this population group.
We identified a breach of regulation regarding safe care and treatment due to concerns identified regarding medication.
Medicines weren’t always managed safely and audits had not been fully effective in identifying these concerns ahead of the inspection. Call monitoring information wasn’t always accurate, with records showing staff were often expected to be in different places at the same time.
People and their relatives told us they felt the service was safe. There were enough staff available to care for people and correct recruitment processes were in place. Staff understood about safeguarding and how to report concerns.
Assessments of people’s needs were carried out when they first began using the service. Mental capacity assessments were also completed to determine people’s decision-making capabilities. People were supported to access health services as needed.
We received positive feedback about the care provided. Staff were described as kind and caring towards people. Staff told us they enjoyed their roles and their well-being was supported.
People received person-centred care. Each person had their own care plan in place providing an overview of the care they required. A complaints process was in place and information was available in different formats for people if they needed it.
There was a registered manager in post and we received positive feedback about management and leadership. Staff liked working for the service and said there was a positive culture and freedom to speak up when required.
People's experience of this service
The vast majority of feedback we received was from people’s families and our findings are based on their experiences of using the services, as well as systems and processes in place.
Relatives we spoke with said the service was safe and were confident any concerns raised would be taken seriously and dealt with fairly. There were enough staff to care for people safely and staff arrived on time. One relative said, “The staff are like family members. We all feel very safe and comfortable with them all. They use a key and password and are extremely flexible with their times to suit our needs.”
People and their relatives made positives comments about the care provided and said the staff team were kind and caring. One relative said, “All very kind, caring and proficient, fantastic care.”
Care was person centred and people said staff knew about their needs. People hadn’t needed to complain but were aware of the process to follow. One relative said, “[Person’s] care plan is reviewed which includes his chosen name and any choices. (Person’s) social worker visited, and it was adapted to meet (person’s needs).”
The feedback we received about management and leadership was positive. One relative said, “I know the manager and she is approachable and I have her number. I haven’t really needed her, but very good care is being received, and she did help me access a chair lift when we needed it.”
