Date of assessment: 25 February to 31 March 2026. Ornate Health Care Derby is a domiciliary care agency registered to provide personal care, to people living in their own homes. Not everyone who used the service received personal care. The Care Quality Commission (CQC) only inspects where people receive personal care. This is help with tasks related to personal care and/or support with eating and drinking. Where they do, we also consider any wider social care provided. At the time of this inspection 14 people were receiving personal care. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.At the time of the assessment, the service was not supporting any autistic people or people with a learning disability with any regulated activity, but the provider had regard to ‘Right support, right care, right culture.’ This is the first inspection for this service since registration. The service did not always have effective governance systems in place, to help leaders drive improvements as required. Medicines management was not always robust; care plans did not always reflect the actual support people required with their medicine to ensure they were administered safely and consistently. Staff were not always recruited safely, as robust pre-employment checks to ensure their suitability for the role were not effective. Safeguarding incidents had not always been reported to the local authority safeguarding team. Systems and processes were not always effective to ensure notifications required to notify the Care Quality Commission (CQC) of certain events and incidents were submitted when required in a timely manner. People were supported to be safe. People’s care needs were assessed before they used the service. Staff understood what actions to take where people’s needs changed. Leaders valued their staff team and worked to support their well-being.
