Date of Inspection: 28 April to 19 May 2025.

This inspection was carried out in response to concerns we received about the service in relation to staffing and medicine management.

Executive Carers is a domiciliary care agency supporting older people, younger adults, people with physical disabilities, mental health support needs, sensory impairment, people with learning disabilities or autistic people or people who are living with dementia.

We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.

Staff were trained to meet people’s needs and received regular and thorough competency and spot checks. Staff followed processes in place to ensure effective medicine management.

The provider had a positive and supportive culture where lessons were learnt when things went wrong. Staff worked together with external professionals to meet people’s needs.

Staff were supported by compassionate and inclusive leaders, who had clear roles and responsibilities and encouraged staff with their learning and development. Improvements had been made since our last inspection to the governance of the service, and audits in place were effective at identifying shortfalls.

The overall rating for the service is good based on the findings of this inspection.

People's experience of the service

People had mixed reviews about the consistency of staff, with most people confirming frequent staff changes and concerns around cultural understanding of needs, but overall, they felt safe with staff supporting them. People and their relatives provided comments including, “They [Staff] are always pleasant and good”, “Issues are resolved straight away”, and “I think they [Staff] are all excellent, they are very caring.”

People’s medicines were managed effectively and people and their relatives confirmed they had no concerns with the administration and support from staff.

People and their relatives provided positive feedback regarding visits from the management team and people had the opportunity to voice their concerns or make suggestions about their care.
