Our view of the service

We carried out an unannounced assessment of the Urgent and Emergency Care (UEC) service only on 5 August 2025. We undertook the assessment to check the quality of services in response to a Section 29A Warning Notice (WN) we served the trust in March 2025 following an assessment in February 2025. The WN required the trust to make improvements in relation to the potential of harm to patients in the emergency department, systems and processes to manage flow and privacy and dignity.

During this assessment we assessed the safe, caring and well led key lines of enquiry, where we inspected 5 quality statements only. The quality statements we assessed were safe systems, pathways and transitions; involving people to manage risk; safe environments; kindness, compassion and dignity; and governance, management and sustainability.

We found the service had acted to address the concerns raised in the WN. They had implemented an action plan, and improvements had been made in line with all areas outlined in the WN. The trust recognised further improvements were required to maintain these changes over time and to see the impact on overall performance. At the time of our site visit, the service was undergoing a refurbishment of the department which was expected to lead to further improvements across all areas outlined in the WN.
