During an inspection in response to concerns

We carried out this inspection over two days on the 12 and 13 September 2013. On the first day we were accompanied by an expert by experience and a Mental Health Act Commissioner (MHAC). On day two we were accompanied by a specialist advisor and a MHAC. As a team we talked with 14 staff, 12 people who used the service and two family members.

We were told that a welcome pack was sent to people before they were admitted to West Drive. This could be provided in different formats. Patients were admitted under the Mental Health Act 1983 and had professionals supporting them who would explain the process and why they were being admitted.

Plans of care were detailed and could be provided in a simplified form. Not everyone we talked with knew they had a care plan but some patients were aware and had helped to develop them.

Staff were aware of safeguarding procedures and all the patients except one felt safe but this person could not give a reason.

Staff were well trained in core subjects such as safeguarding and physical interventions. We found there was a skill mix of staff on the wards.

People living at West Drive told us they were bored and that activities had to be undertaken mainly as a group. Some staff told us this was because staffing was minimal and if any incidents occurred they did not have time to give 1 - 1 support for activities.

We toured the building and found some areas needed decoration or repair or replacement to furniture.

During a themed inspection looking at Learning Disability Services

We visited Woodview which is a unit for people with learning disabilities who need support in a medium secure environment within Calderstones Hospital site. Woodview has three wards each divided into two separate areas (flats). There were 36 patients staying at Woodview when we visited. The inspection team met and spoke to most of the patients over the two days to get their views of the service.

Patients said that staff were kind and helpful. One patient said, 'I think the staff are good and do their job well'. Another patient told us, 'I was told that Woodview was the best place when I came out of my previous placement.

Patients said they had care plans and health action plans and they were involved in making changes to them. One patient told us 'My care plan is just about my care and needs and what problems I have. 'Another patient said, 'It's what my needs are and what I have got to do to move on.'

Patients said staff supported them well when they were troubled. A patient said 'They give me good care, they are always there when I am down. They can tell by the expression on my face if I feel fed up'.

Relatives of patients were pleased with the care provided and felt involved with the care and able to ask any questions. Relatives said staff work hard with patients and care for them well. One relative said 'Staff help patient to gain skills and manage their behaviour better'. Another family told us they were relieved that their relative was at Woodview and was getting the support they needed to remain safe.

Patients told us they felt safe and well cared for. One person said he 'felt cared for by someone for the first time in my life' Patients said they felt safe because, 'The staff are always around' and 'They protect me and I can always talk to them'. One patient said, 'I have had a bit of abuse from other clients, but the staff stepped in to stop it.
