This care home is run by two companies: Barchester Hellens Limited and Barchester Healthcare Homes Limited. These two companies have a dual registration and are jointly responsible for the services at the home.

Our view of the service
Date of assessment: 18 November to 24 November 2025.
The provider had made improvements since the last inspection and was no longer in breach of regulations relating to safe care and treatment, premises and equipment, good governance and staffing. The registered manager had taken effective action to address the concerns previously identified. For example, the service had undergone a significant renovation throughout, meaning it was adequately maintained, and there were now systems and processes in place to ensure infection prevention and control was effective.
Activities were person-centred, inclusive and accessible, and an innovative system was in place to ensure people who were cared for in their rooms could experience communal activities.
The provider had an effective learning culture where incidents, including safeguarding concerns were reported and investigated thoroughly, and the registered manager implemented changes when needed. There was a positive culture among staff at all levels, and a clear vision and strategy. The registered manager completed audits and had a detailed action plan to identify and make improvements.
Staff were kind and caring and had positive relationships with people, demonstrated good knowledge of their roles and most staff told us they felt supported and valued by the management team.
Care plans and assessments were detailed and person centred, this meant staff had the information they needed to support people how they wished.
However, recruitment processes were not always robust, and staff told us there were not always enough staff to support people when they needed.
People's experience of this service
People and their relatives were positive about the service. Comments included, “Staff are all very kind and caring and treat everyone as an individual” and “Absolutely I’d recommend Flowerdown to other people”.
People were positive about the activities available to them. They told us, “There’s all sorts of activities, church services, craft sessions and we have people to come in and entertain us as well” and “I go to the different activities here. We have several sessions”.
Some people could not directly tell us about their experiences. We spent time at the service and used the Short Observational Framework for Inspection (SOFI). SOFI is a way of observing care to help us understand the experience of people who could not talk with us. We saw people were included and listened to, and most staff interactions with people were positive. People appeared to be relaxed, happy and to enjoy the company of staff.
