Our view of the service
Date of Assessment: 9 December 2025 to 17 December 2025.
Yarborough House RCH is a care home providing accommodation and personal care for up to 25 older or younger people who may be living with dementia, mental health needs, a sensory impairment or physical disability. At the time of our assessment, there were 18 people living at the home. We carried out this assessment to follow up on previous enforcement action. We found the provider remained in breach of legal regulations in relation to the safe management of people’s medicines and good governance of the service. We also found the provider was in breach of legal regulation in relation to safe staffing.
People’s medicines were not always managed safely. Most risks to people’s safety and wellbeing had been identified and addressed. However, we found some risks which the management team had not identified, such as the risk of people absconding from the service if they were unsafe to do so and risk associated with uncovered hot surfaces.
There were not enough staff to meet people’s needs at busy periods and communal areas were often unstaffed. Staff were very busy, and interactions were task based. Governance systems were in place but were ineffective at identifying and addressing quality shortfalls.
The home was clean and well maintained. Recruitment processes meant only suitable staff were employed. Staff had the required skills and knowledge for their roles and worked in accordance with the Mental Capacity Act and respected people’s choices and decisions. Staff worked with health and social care professionals to ensure people received the care and treatment they needed, when they needed it.
The provider and management team were responsive to the assessment process and provided us with evidence of immediate action taken and longer-term actions to improve the safety and quality of the service.

People's experience of this service
People felt safe at the service, especially during personal care as there was trust and understanding between people and staff. People’s privacy and dignity was maintained.
People and their relatives were complimentary of the staff. A relative said, “The staff are amazing and work hard all day.” However, staff were busy and often didn’t interact with people as they had little time and interactions were task focused.
People and their relatives told us there were not enough activities. People said, “The two activities on the list for today did not happen again” and another person told us, “In the summer I can go outside but the winter makes me feel sad as there is nothing to do.” A relative said, “To do more activities would be good for [Person’s name] as they are in need of something to distract them.”
People had access to food and drink whenever they wanted them.
People did not have any complaints, but they and their relatives felt they could approach the management team with any concerns.
