Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.

 

At our last assessment we rated this key question requires improvement (November 2022). At this assessment the rating remains requires improvement. This meant systems for governance and management were not always effective.

 

The service continued to be in breach of legal regulations in relation to good governance.

Shared direction and culture

Capable, compassionate and inclusive leaders

Score: 3

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support. The service had a team of managers who supported the daily running of the service. This included a registered manager, home manager and deputy. The provider also worked closely with the management team. Where needed the management team also supported with hands on care.

 

Since the last inspection the provider told us they had continued to invest in staff training and development to improve the service. The provider had supported staff to achieve various qualifications such as, level 5 Health Social Care Qualifications. Staff told us the management team were supportive and approachable.

 

Since the last inspection, the provider had invested in redecorating areas of the premises, as previously mentioned. A shop was now in place for people and staff to purchase essential items such as snacks and toiletries.

Freedom to speak up

Score: 3

The provider fostered a positive culture where people felt they could speak up and their voice would be heard.People and staff spoke positively of the management team. They told us they had opportunities to provide feedback, voice opinions and felt comfortable to raise any concerns or suggestions. Regular handover meetings took place at the start of each shift between the manager on duty and staff. There were staff and resident meetings and minutes shared.

The staff told us and records confirmed they received regular supervision with the management team. They were able to discuss any concerns, make suggestions and focus on developing within their role.

Workforce equality, diversity and inclusion

Governance, management and sustainability

Score: 1

Governance systems were not always effective. Audits completed at both service and provider level did not identify and address the issues we found during this assessment.For example, medicines audits were not effective at identifying and addressing the shortfalls found with medicines such as PRN protocols, topical medicines, handwritten records and covert medicines.

 

Health and safety and environmental audits were not effective at ensuring risks in relation to fire safety and uncovered radiators were robustly assessed and addressed in a timely way.

 

Care plan audits were not always effective at ensuring people’s risk assessments were reviewed and up to date with information to guide staff.

 

We found governance systems had ensured improvements had been made regarding staffing since the last inspection.

 

The provider responded to shortfalls identified during the assessment and provided evidence of actions taken to address shortfalls identified.

Partnerships and communities

Score: 3

The provider understood their duty to collaborate and work in partnership, so services worked well for people. People were supported by professionals, who were involved with people’s care. This included for example, district nurses, a visiting GP, physiotherapist and an occupational therapist, when needed.

 

The service was situated in a small village near to the seafront. The provider told us how they had built positive relationships with the local community to benefit people using the service. This included a local café and shops. People were supported to go for walks within the local area and along the beach front with staff.
