Our view of the service

Date of assessment: 28 February to 18 March 2026. Blue Ribbon Community Care is a domiciliary care agency. It provides personal care to people living in their own houses and flats in the community. At the time of our inspection 31 people were receiving care. This assessment was carried out due to the time since we last assessed the service.

The care and support provided focused on people’s wishes, needs, and preferences. Staff were equipped with the necessary skills, knowledge, training, and guidance to address people’s needs. With compassion, respect, and consistency, staff helped individuals create tailored approaches to take positive risks. People were encouraged to become more independent, gain self-awareness, and develop coping strategies for challenges. As their confidence grew, they were able to embrace new opportunities, pursue personal interests and goals, and engage in community life by gradually stepping into fresh experiences.

People’s needs were assessed thoroughly and there was an exceptionally robust transition process when people began receiving support from the service. People were supported to maximise their health and wellbeing. People’s care was consistently monitored and reviewed to improve outcomes for people. There was a strong emphasis on teamwork within the service, and there were various examples of how effective team working had benefited people. The service worked in line with the Mental Capacity Act.

Staff demonstrated a high level of kindness and attentiveness. Care plans contained comprehensive details regarding individuals’ preferences and priorities. This enabled staff to understand and meet their needs effectively. Staff had extensive knowledge about those they supported. Person-centred care was thoroughly integrated within the culture of the organization, including the involvement of individuals in the recruitment process for prospective staff members who would be supporting them.

Leadership in the service was strong, with leaders regularly present, showing empathy, and following core values. This helped create a culture of high standards. Staff felt supported, heard, and empowered to do their best, which led to consistently excellent, compassionate, person-centred care that went beyond expectations.

People's experience of this service

Every person and their family members expressed satisfaction with their use of the service. Staff routinely delivered care that exceeded what was arranged or anticipated. One relative shared, “Everyone we’ve met seems is amazing, we’ve known some of the ladies for years now and everyone is great.” Another remarked, “They’re all very caring. They communicate well with us and the staff are excellent.” People described how the service had benefited their lives, such as allowing them to remain in their own homes and helping them preserve or improve their independence.

Relatives praised the thorough transition when their family member started receiving support. One family member told us, "We've been kept up to date from the start, anytime there is a question we can pick up the phone and the staff in the office are straight on it.”

People told us managers and care staff were professional and responsive. They explained communication was consistently good and they had the information they needed. They were involved in making decisions and planning their own care.
