Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.

At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities.

The service demonstrated a strong drive to expand its reach and deliver high-quality support to a greater number of people within the local community. To achieve this, staff and managers worked closely as a cohesive team to upgrade the quality of care provided. The registered manager successfully established an open, transparent workplace culture that heavily prioritised continuous learning, reflective practice, and ongoing professional development for all team members.

This improvement-led culture was built directly on the voices of the people using the service. People and their families consistently reported that both the registered manager and staff genuinely listened to their views, creating an environment where people felt safe and comfortable sharing their lived experiences. The leadership team did not treat this feedback as a box-ticking exercise; instead, they actively analysed the insights gathered to implement quick, meaningful improvements and adapted care delivery wherever needed.

Capable, compassionate and inclusive leaders

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty.

Staff praised the management team for fostering an open and inclusive workplace culture. Employees emphasised that safe, person-centred care sits at the heart of the service. They told us the management team is highly approachable and receptive. Staff noted that everyone in the office provided tailored support whenever it was needed.

The registered manager has successfully built a team focused on mutual respect and confidentiality. Workers felt actively encouraged to speak up, share concerns, and contribute feedback at any time. By listening to staff and championing strong teamwork, the registered manager ensures the team works cohesively. This approach directly leads to positive outcomes for the people they support.

Freedom to speak up

The provider was exceptional at fostering a positive culture where people knew they could speak up and their voice would be heard.

Staff praised the positive, supportive team culture and the accessible management team. Employees felt comfortable speaking up and raising concerns. Staff shared, “So far it has been amazing. Staff are treated with respect and made to feel valued, creating a positive and team-focused working environment” and “The registered manager is very approachable and easy to talk to. Whenever you have a problem you can call them and seek help. They care about their staff very much.”

Structured and informal communication channels empowered staff to suggest practical, real-time improvements to daily routines. Leadership listens and acts on this feedback, driving service quality and ensuring care remains consistent and well-coordinated. People and relatives rate the manager highly, sharing, “The manager is the most amazing person. When I first met them, I felt that I was meeting with someone who really cared” and “I can ring [Registered Manager] at any time. They are always present.”

Workforce equality, diversity and inclusion

The provider valued diversity in their workforce. They worked towards an inclusive and fair culture by improving equality and equity for people who worked for them.

The service actively promotes equality, diversity, and inclusion across the entire team. Policies and processes ensure all staff are treated fairly and equitably. This respectful treatment applies to every stage of their employment, from recruitment to career progression.

The registered manager showed a deep commitment to upholding staff human rights. They ensured everyone felt genuinely valued, safe, and supported at work. By prioritising mutual respect, the registered manager fostered a strong sense of belonging. This inclusive culture boosts team morale and helps staff deliver compassionate, culturally competent care.

Governance, management and sustainability

The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate.

The service uses robust monitoring systems to track current performance and identify future risks early. A key part of this oversight is regular staff supervision. During these sessions, management and staff discuss all aspects of the role, including practice, performance, and personal well-being. To maintain safe and consistent standards, the registered manager also carries out unannounced spot checks during care visits. Comprehensive audits are completed regularly across all key areas of the service. These checks provide continuous oversight to ensure care remains safe, effective, and fully aligned with each person's assessed needs.

The Registered Manager oversees the day-to-day operations of the service, ensuring long-term sustainability through a transparent and clear staffing structure. Responsibilities are clearly defined across the team, meaning staff understand their roles completely and know exactly who to look to for guidance. This consistent accountability creates a stable, well-governed service where everyone works together to maintain high standards of care.

Partnerships and communities

The provider understood their duty to collaborate and work in partnership, so services worked seamlessly for people. They shared information and learning with partners and collaborated for improvement. This joined-up approach meant people experienced smooth transitions between services. Staff communicated clearly with external teams to plan daily care. As a result, people did not have to repeat their stories to different professionals.

Healthcare professionals shared comments such as, “The Registered Manager has demonstrated professionalism, approachability, and a clear commitment to maintaining high standards of care. They are responsive to feedback and actively engages with partner agencies to ensure that the needs of individuals are appropriately met. In my experience, [registered manager] promotes a culture of openness, accountability, and continuous improvement within the service.” “The support from [registered manager] and their team is quite commendable, they go above and beyond. I have no concerns so far with the support they provide;” and “I consider Superhealthcare to be a reliable and supportive service that works well with external stakeholders to deliver safe and effective care.”

Learning, improvement and innovation

The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research.

The registered manager built an open, trusting culture where staff felt safe to raise concerns and suggest new ideas. The team regularly reviewed accidents, incidents, and feedback to make care safer. Staff also took time out for self-reflection and training to embed evidence-based practices into their daily routines. Staff told us, “We feel encouraged to speak up and are kept informed about changes, which helps maintain good standards of care”, “I share ideas to improve the service during team meetings, supervision sessions, or by speaking directly with management. My suggestions are listened to and taken into consideration, and feedback is welcomed in a positive and supportive way” and “We are trained well and supported well. I am very happy here. They keep improving my learning and I am very happy working for Superhealthcare.”
