Our view of the service

Date of Assessment: 17 December 2025. Headingley Park Care Home provides support and personal care to up to 40 older or younger people, some of whom were living with dementia. At the time of our assessment 35 people were using the service. The service purpose-built residential care home, split across 2 units. We carried out a comprehensive assessment due to concerns we received about the service, about risks, environmental concerns and infection control practices. At our last assessment the service was rated good. At this assessment the service is rated requires improvement in all five domains and overall. The provider was in breach of regulations in relation to medicines, managing risk, person centred care and governance.

People were not consistently protected from the risk of harm. Records were not always accurate, and some equipment used to manage the risk of harm was faulty. Medicines were not always managed safely, and robust infection, prevention and control procedures were not embedded. Staff were recruited and trained safely; however, we heard mixed reviewed about staffing levels. People were safeguarded from the risk of abuse. Where required people had Deprivation of Liberty Authorisations (DoLS) in place.

Staff did not always have the most up to date information they needed. Care records did not always reflect people’s current needs, and we found some conflicting information to some records. Improvements were required to ensure staff monitored people’s care and evidenced good outcomes for people.

People did not always receive person-centred care. An activities co-ordinator was in place; however, all staff we spoke with told us people lacked meaningful activities. We also observed a lack of activities taking place.

Improvements were needed to quality assurance systems to support ongoing improvement at the service. We received mixed feedback from people and relatives about the service being well led and if they felt listened to. Improvements were required to ensure the service sought feedback and gave staff, people and relatives opportunities to raise concerns or suggestions, to help improve the service. Staff felt supported in their roles and told us they felt able to raise concerns. Most staff and professionals told us the service had improved under the new registered manager.

 

People's experience of this service

We received mixed feedback from people and relatives regarding their care and treatment. Some people told us staff were kind and caring, whilst others felt care was poor. One person said, “The care is ok. I have no complaints, but some carers are less friendly.” Whilst another person said, “The carers are wonderful. Nothing is too much trouble for them. You can’t get better people; I think they are wonderful.” We also observed a lack of person-centred care being provided to people. For example, people were left for long periods in wheelchairs, people had little personal effects in their bedrooms, and we saw some staff lacking engagement with people. People told us they felt safe living at the service.
