Our view of the service

We inspected the service on 13 and 14 May 2026, the team consisting of two inspectors and one specialist adviser.

We inspected the service as the last inspection took place on 20 July 2021. That inspection was a focussed inspection that only inspected two key questions, safe and well-led. This inspection was a comprehensive inspection of all key questions. The service had an overall rating of good at the time of this inspection, with no breaches of the Health and Social Care Act regulations from previous inspections.

Draper House was registered with the CQC in 2019 to deliver the following regulated activities: Assessment or medical treatment for persons detained under the Mental Health Act 1983, and Treatment of disease, disorder and injury.

Draper House is a 15-bed rehabilitation service located in St Helens. It provides patient focused and evidence-based care which is bespoke to each individual and their needs. Their aim is to plan with the patient their recovery journey from the point of referral to recovery and enable a supportive and transitional discharge period which aims to be facilitated in a seamless manner. The service ethos embraces recovery principles and incorporates interventions which promote and enable the rehabilitation pathway within a locked environment. The service is for female patients over the age of 18 years, with the facility for both detained and informal patients, covering complex mental health disorders including personality disorders. The service has two wards across two floors, Bluebell and Blossom, at the location.

There was a registered manager at the service at the time of inspection.

At this inspection we assessed 1 assessment service group: Long stay or rehabilitation mental health wards for adults of a working age.

We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

Overall, we have rated the service as good.

Mental Health Act and Mental Capacity Act Compliance Summary

Mental Health Act (MHA) training was mandatory at the service. The service also had a MHA and a Mental Capacity Act (MCA) policy that was up to date. 98% of the staff at the service had completed the training, scheduling was in place for total completion of the training.

The Mental Health Act (MHA) administrator at the service compiled a monthly audit about MHA documentation and consent recorded with regard to capacity assessments. This was also reviewed by the pharmacy service that maintained the medication management at the service.

Staff we spoke with understood and were able to discuss the subject knowledgeably. They knew where to access a copy of the MHA Code of Practice at the service.

Staff took all practical steps to enable patients to make their own informed decisions. The service had a Mental Capacity Act (MCA) and best interest policy that was in date at the time of the inspection.
