Shared direction and culture

The service had a shared vision, strategy and culture. This was based on transparency, equity, equality, human rights, diversity, inclusion and engagement. Staff and leaders understood the challenges and the needs of people and their communities.

All staff had contributed to the development of the service’s vision and strategy, which was kept under review. Leaders monitored and reviewed progress against the delivery of their strategy. The service was aware of local challenges which affected their service, such as the projected increase in the local population over the coming years and worked with partner agencies to address these challenges. Staff and leaders actively promoted equality and diversity and worked to identify the causes of any workforce inequalities. They demonstrated a positive and compassionate listening culture that focused on learning and development. Staff described an open culture within the service. Staff we spoke with told us they felt listened to and were able to request additional training to support their roles. Staff spoke positively of working in the service and how the senior managers promoted staff wellbeing by encouraging team events. For example, being encouraged to take a walk at lunchtime, team building afternoons with fun activities and social events.

Governance, management and sustainability

Score: 3

The service had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate.

All staff we spoke with were clear on their individual roles and responsibilities. Staff were provided with job descriptions on appointment. Staff we spoke with who held lead roles were clear of their duties and responsibilities. However, there were no written guidelines outlining the role and responsibilities for each lead role. The provider developed guidelines for each lead role following the inspection and provided copies to us as evidence.

Leaders proactively supported staff and regularly met with them to complete appraisals and performance reviews. The provider had established governance processes in relation to the quality statements we reviewed during this assessment, which were appropriate for their service. Staff could access all required policies and procedures, which were kept up-to-date and reflected latest guidance. Staff we spoke with were knowledgeable on how to seek further guidance through accessing policies and procedures. Staff confirmed policies and procedures were regularly updated, and they were informed through email or at meetings of when updates had occurred.

Leaders held regular meetings with staff, during which they discussed emerging risks and potential improvements to the service. Leaders clearly recorded any actions that arose from these meetings and shared these with staff. The provider held governance meetings which were attended by relevant staff members.

There was a system to monitor long-term condition reviews to ensure these were happening and were effective.

Staff took confidentiality and information security seriously, which included verifying people’s identity during remote consultations. Staff submitted data and notifications to external agencies as required.
