Well-led
We looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment, we rated this key question as good. At this assessment, the rating remains the same.

Cheadle Hulme Medical Group leaders had a shared vision, strategy and culture. This was based on transparency, equity, equality, human rights, diversity, inclusion and engagement. Staff and leaders understood the challenges and the needs of people and their communities. Cheadle Hulme Medical Group leaders were aware of local challenges which affected their service, such as an increase in certain diagnoses as a result of national screening programs, and worked with partner agencies to address these challenges.
Every member of staff who provided feedback confirmed they liked working at the Cheadle Hulme Medical Group, and most felt they had contributed to the development of the service’s vision and strategy. The strategy was kept under review. Leaders monitored and reviewed progress against the delivery of their strategy.
Full all-staff meetings, because of changes at a contractual level, had ceased and due to this change, a significant number of staff said they were uncertain as to whether ideas and concerns had been escalated to partners. This was discussed with the registered provider who has made plans to address this matter.
Staff and leaders actively promoted equality and diversity. Leaders looked at the causes of any workforce inequalities, however, partners should consider ways of assuring staff that, specific concerns about equality and diversity issues are monitored when required.
Staff and leaders demonstrated a positive and compassionate culture that focused on learning and development and a program of tailored team building activities were already underway at the time of the inspection visit.

Governance, management and sustainability
Cheadle Hulme Medical Group had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate.
Staff we spoke with and those who gave feedback were clear on their individual roles and responsibilities.
Leaders proactively supported staff and regularly met with them to complete appraisals and performance reviews. The provider had established governance processes in relation to the quality statements we reviewed during this assessment, which were appropriate for their service. Staff could access all required policies and procedures, which were kept up to date and reflected latest guidance.
Leaders held regular meetings with staff, during which they discussed emerging risks and potential improvements to the service. Leaders clearly recorded any actions that arose from these meetings and shared these with staff. Staff took confidentiality and information security seriously, which included verifying people’s identity during remote consultations. Staff submitted data and notifications to external agencies as required.
