Effective
Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence. We looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life. We looked at 2 quality statements. Assessing needs
The service had a pre-assessment process in place which was followed before a person moved in. This allowed them to assess the care and support needs of the individual to ensure they had the facilities and resources appropriate to meet the person’s needs.
We reviewed 2 care records which had been recently reviewed by the interim manager. However, care records were not always accurate and contained up-to-date information that reflected the current care and support needs of people who lived in the service. For example, 1 care record had discrepancies in the level of enhanced support required. The living room had a bike and rowing exercise machine. Though physical activity is important, it was unclear if the equipment was suitable and adaptable for all people living in the service as appropriate risk assessments were not in place.

Consent to care and treatment
The service told people and their families about their rights around consent, and respected people’s choices when delivering person-centred care and treatment. However, we did not see any evidence of staff having completed Mental Capacity Act 2005 (MCA) and Deprivation of Liberty Safeguards (DoLS) training. The service did not have the necessary DoLS authorisationin place, for 1 person living with restrictions to ensure their safety. However, we did see evidence of a renewal application being made and the interim manager followed up an assessment with the local authority.
