Our view of the service
Date of assessment: 5 May to 15 May 2026. Expectation Care Limited is a domiciliary care agency providing personal care to people living in their own homes, including those with learning disabilities, autism, dementia, and physical disabilities. We carried out this assessment because of safeguarding concerns we received. At the time of inspection, 11 people were receiving the regulated activity of personal care from the service. Not everyone who used the service received personal care. CQC only inspects where people receive personal care.
An assessment has been undertaken of a specialist service that is registered for use by autistic people or people with a learning disability. At the time of the assessment, the service was not used by anyone with a learning disability or an autistic person. However, we assessed the care provision under Right Support, Right Care, Right Culture, as it is registered as a specialist service for this population group.
The provider was in breach of legal regulations relating to safe care and treatment, safeguarding and governance. They failed to assess, monitor and mitigate the risks relating to the health, safety and welfare of people. Appropriate and robust safeguarding processes were not in place to protect people. The provider did not have effective governance systems in place to monitor and improve the quality of the service.
However, people told us they felt safe with staff and knew who to speak to if they had a concern. Staff told us leaders were responsive and supportive and readily available if they reached out.
We have asked the provider for an action plan in response to the concerns found at this assessment. Following our feedback, the service took immediate steps to address the concerns.
People's experience of this service
People told us they felt safe and comfortable with staff. People told us that staff met their needs and respected their preferences. People told us they were treated with dignity and respect. One person told us, “They always turn up on time, always polite, never leave without checking I have everything I need. Thoughtful and kind.”
Care plans included information about meaningful activities people took part in. Preferences, what was important to people, culturally important information including specific diets was also included.
While people expressed general satisfaction with their care, our assessment found elements of care did not meet the expected standards.
