Our view of the service

Date of assessment: 21 September to 30 September 2026.

Blue River Home Care Ltd provides personal care and support to people who require assistance in their own home. This service is a domiciliary care agency. At the time of our assessment 14 people were being supported by the service. The Care Quality Commission (CQC) only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. We also consider any wider social care provided.

This inspection was completed to follow up in respect of the last inspection completed in March 2026, when the service was rated requires improvement and found to be in breach of Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 relating to safe care and treatment and good governance.

At this inspection, we found improvements had been made since March 2026 to address the previous concerns identified. The provider was no longer in breach of these regulations and evidence indicated that the improvements had been sustained over time and were being actively maintained through the service's governance and oversight processes.

Care and treatment was planned and delivered in a way which was intended to ensure people's safety and welfare. There were enough staff to meet people’s needs. Staff received the correct training and supervision to support people safely.

The registered manager had oversight of the service, they had encouraged a culture of learning and development. There were systems in place to monitor and review care and people’s experience at the service.

People's experience of this service

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.
Staff had a good understanding of people's preference of care and staff promoted people's independence. A person told us, “Staff know what my routine is and how I like things done. This is very important to me.”
People and relatives told us they got on well with staff and staff knew how to support them. A relative told us, “The staff are lovely and very kind and some of them go above and beyond. The manager is good and I can raise any concerns I need to.” Another relative told us, “I see the same carers all the time and I feel very safe when they come.”
