However, the quality statements we assessed: Independence choice and control were scored at Inadequate.

Independence, choice and control
The provider did not promote people’s independence, so people did not know their rights and have choice and control over their own care, treatment and wellbeing.
At our last inspection we found that people were not fully supported to have full choice and control of their lives. At this inspection we found similar concerns. The registered manager told us that people had fluctuating capacity to make decisions, and relatives made people’s decisions. People were not empowered to have full choice and control of their lives.
People’s care plans were not centred around their abilities, focusing on what people could achieve for themselves, and any goals or aspirations. Although staff told us they encouraged people to make choices for themselves the processes implemented by the provider did not support this.
