Our view of the service

Date of assessment 24 April 2026. Mulholland Care Ltd is a domiciliary care provider. At the time of assessment, the service was delivering personal care to 90 people living in their own homes. Following this assessment, we have rated the service good.

We gave the service 48 hours' notice of the inspection. This was because we intended to visit people’s homes and needed to gain consent before visiting.

The provider and staff had regard for ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities which most people take for granted. We found people received care in accordance with this guidance and staff had received appropriate training relating to people with a learning disability and autistic people.

Staff supported people to have the maximum possible choice, control and independence over their own lives. People made their own decisions and staff respected these choices. Staff focused on people's strengths and promoted what they could do, so people had a fulfilling and meaningful everyday life.

Person-centred care was promoted, staff knew people well and understood how to meet their needs. People’s views and decisions about care were incorporated within their care packages. Staff were kind, respectful and caring. Staff engaged with people in a friendly and caring manner and their conversations with people were good natured.

The service’s culture was empowering. Staff enjoyed their roles and the strong supportive relationships they had built with people they supported. The provider had a range of checks and audits to monitor the quality and safety of the service and to help drive improvements.

The service received strong praise from people using it, their relatives and staff. Day to day care was managed effectively, and both the provider and staff demonstrated open, inclusive values which helped build trust with those receiving support.

People's experience of this service

We visited 6 people in their own homes. In addition, we gathered feedback from 8 people about their experiences of care and support they received, and 14 relatives to help assess and understand how people’s care needs were being met.

People received kind, compassionate and person‑centred care from staff who knew them well and treated them with dignity and respect. One person told us, “I can’t fault them [staff] they are amazing. They all know what to do, all very, very caring. I had another agency before which were not good, the comparison is amazing”.

Relatives described staff as attentive and caring and were happy with the way their loved ones were supported. Relatives’ comments included, “Very safe, they are polite and nice, we go by what [name] tells us. They always tell me if there is an issue, they ring us”, “I would definitely recommend the service, they’re great” and “Mulholland haven’t failed in anything and are very reliable.”

Staff promoted people’s health and wellbeing, responded promptly to their needs and helped to reduce distress. People were treated fairly and without discrimination, and staff were confident in upholding people’s rights, including seeking consent appropriately.
