Our view of the service
St Martins Residential Home is a care home for up to 26 individuals, providing personal care and accommodation to older people and including those living with dementia. There were 25 people using the service at the time of our assessment. We found 4 breaches of regulation relating to person centred care, consent, risk management and governance. We undertook an unannounced inspection on 5 March to 11 March 2025.
At the last inspection the service was rated was rated good.
This inspection was prompted in part by notification of an incident following which a person using the service sustained a serious injury. This incident was subject to further investigation by the Care Quality Commission as to whether any regulatory action should be taken. This inspection did not examine the circumstances of the incident. However, the information shared with the Care Quality Commission about the incident indicated potential concerns about the management of risk and this inspection examined those risks.
During the inspection we found the provider did not ensure all risks to people’s safety and wellbeing were identified or provided enough detail as to how these should be mitigated. Not all care plans accurately reflected all of a person’s care and support needs.Whilst people and those acting on their behalf were happy with the care and support provided, not all care and support was person centred to meet people’s needs. Observations of staff’ practice did not provide assurance staff were skilled and competent to effectively apply their learning in their everyday practice to support people safely.Governance systems were not effective in identifying or addressing areas for improvement.People’s capacity to consent to care and support had not always been assessed in line with the Mental Capacity Act 2005 [MCA].

The provider made sure that medicines management was safe and that it met people’s needs. Information demonstrated the service worked with others to support people’s ongoing care provision. Staff well-being was being supported and advocated. Staff received training and were given an induction. Recruitment practices were safe.
People's experience of this service
Not all people living at St Martins Residential Care Home were easily able to share their feedback with us about what it was like to live there. Where people could, they and relatives spoke positively about the care and support provided and the staff who provided this.
People and their relatives considered themselves and their family member to be safe. People and those acting on their behalf were happy with the management of the service and knew who to contact if they had any concerns they wished to raise. People had access to healthcare services when they needed it and confirmed their healthcare needs were met. All relatives spoken with confirmed they would recommend the service to others.
While people expressed general satisfaction with the delivery of care and support, during our assessment we found elements of care provision that did not meet our expected standards. Not all staff provided care for people using the service that was person-centred. Staff interactions on occasions were minimal, task focused and did not consistently ensure people were treated in a dignified manner.
