Our view of the service

Date of assessment 25 February 2025 to 10 March 2025. Jubilee Court Nursing Home a ‘care home’ providing nursing care, personal care and support to older and younger adults. At the time of the assessment, the service was supporting 98 people with their personal care needs. Jubilee Court Nursing Home was last rated requires improvements (published 25 March 2025). The report was published following CQC’s old inspection approach using Key Lines of Enquiry (KLOEs), prompts and ratings characteristics. This assessment has been completed following the Care Quality Commission (CQC) new approach to assessment; Single Assessment Framework (SAF). This was an unannounced assessment, which means the provider was not told an assessment was going to be starting beforehand. We have identified breaches in relation to safe care and treatment, and good governance. Safety risks to people were not always managed well and risks were not always assessed. Care plans and/or risk assessments were not always in place for people’s health care needs. Medicines were not always managed safely to ensure people received their medicines as prescribed to ensure they were effective, which could have put people at risk of harm. The provider had not ensured all reportable safeguarding incidents were reported to CQC or/and the local authority safeguarding team. There were no processes or systems in place when incidents had occurred to investigate them to find the root cause and prevent re-occurrence. Lessons were not learned from safety incidents or complaints. There was not clear and effective governance, management, and accountability arrangements. We have taken action and asked the provider to make improvement. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/or appeals have been concluded.

People's experience of this service

People and relatives spoke positive about the care and support from staff at Jubilee Court. People told us they felt safe, and the staff were very caring and kind. We received mix feedback regarding the staffing levels during the night and weekends. People were involved in discussions about their support and care. When changes had occurred to people’s care, we found care plans had not always reflected the changes to ensure staff had the right guidance on how to support people. People did not always receive their medicines on time or as prescribed.
